SUBJECT: 2005 Justice Assistance Grant (JAG) Application
Chief of Police Kim Wadding recommends City Council approval to apply for the 2005
Edward Bryne Memorial Justice Assistance Grant in the amount of $40,704 to be
expended over four years. This grant requires no cash match and would be used to
fund additional overtime for illegal drug investigations, special enforcement teams,
tactical operations and instructors for the annual Citizen Police Academy.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION:
The purpose of this memorandum is to request City Council approval of the 2005
Edward Byrne Memorial Justice Assistance Grant (JAG) application. The grant is for
$40,704 and requires no cash match. The grant period is for four years beginning
October 1,2005 to September 30,2009.
BACKGROUND:
The 2005 Justice Assistance Grant (JAG) is new and created to streamline justice
funding and grant administration replacing the Local Law Enforcement Block Grant
(LLEBG) previously submitted in past years. The purpose of the Edward Byrne
Memorial Justice Assistance Grant is to assist local units of government with grant
funds for local initiatives, technical assistance, training, personnel, equipment, supplies,
contractual support, and information systems for criminal justice for anyone or more of
the following purpose areas:
· Law Enforcement Programs
· Prosecution and Education Programs
· Corrections and Community Corrections Programs
. Drug Treatment Programs
· Planning, Evaluation, and technology Improvement Programs
The Edward Byrne Memorial Justice Assistance Grant blends in part the Edward Byrne
Memorial Grant Formula, primarily used by the Dubuque Drug Task Force (DDTF), and
the Local Law Enforcement Block Grant (LLEBG) Program. Although the Edward Byrne
Memorial Grant is available this year, the funding has been severely restricted through
federal budget cuts. The design of the Justice Assistance Grant offsets some of the
financial losses related to overtime expenses for the Edward Byrne Memorial Grant.

DISCUSSION:
If approved, the Justice Assistance Grant provides funds for the police department for
additional overtime funds for illegal drug investigations, special enforcement teams,
tactical operations, and instructors for the annual Citizen Police Academy. Grant funds
also provide funding for supplies and materials for the Citizen Police Academy and
specialized equipment for tactical operations. The total amount allocated is $40,704 to
be expended over four years.
ACTION REQUESTED:
It is recommended that the City Council endorse the 2005 Justice Assistance Grant
(JAG) application to be submitted to the U.S. Department of Justice Programs by April
28, 2005.

City of Dubuque and Dubuque County
Law Enforcement and Prevention Project
SUMMARY:
The City of Dubuque and Dubuque County Law Enforcement and Prevention Project
consists of four components with the mission to assist local law enforcement with its
enforcement and prevention efforts. The four components include:
1) Provide overtime funds for the Dubuque Drug Task Force for use in the
identification, investigation, apprehension, and prosecution of illegal drug
distributors, manufacturers, and users.
2) Provide overtime funds for Special Project Enforcement Teams for the enforcement
and apprehension related to various crime spree efforts. These enforcement teams
enable special "task force" teams to be formed to suppress crime sprees related to
area burglaries, robberies, identity thefts, organized shoplifting, alcohol, financial
crimes, and other organized joint criminal behaviors.
3) Provide overtime funds for Special Weapons response for barricaded subjects,
hostage situations, and critical incidence response to industry, business and school
situations. Additionally, these funds are used to purchase special equipment
related to these rapid responses.
4) Provide overtime funds for Citizen Police Academy instructors and funds for
supplies and materials.
PROBLEM STATEMENT/NEEDS ASSESSMENT:
The City of Dubuque and Dubuque County Law Enforcement and Prevention Project
allows additional staff hours to key enforcement areas. The Dubuque Drug Task Force is a
combined group of law enforcement officers from the Dubuque County Sheriff's Office and
the Dubuque Police Department. Over the last year, Dubuque County has been inundated
with crimes related to illegal methamphetamine labs. This has created a consistent and
tremendous strain on current resources. The grant application allows overtime funds for
task force officers to continue their investigations past regular duty hours.
Additionally, the City of Dubuque and Dubuque County continues to experience an
increase in crime sprees associated with this illegal drug use. These include business and
home burglaries, organized shopliftings, crimes against persons, and financial crimes.
With additional overtime funds through the grant, we are able to develop and implement
special enforcement "task force" teams to spearhead multiple officer teams to respond.
The City of Dubuque has a tactical response team comprised of patrol and investigative
officers trained in tactical response. Grant funding financially supports through overtime
funds team call-out for high-risk situations and tactical response. As this team grows, grant
funding allows the addition of specialized equipment for this team. Lastly, the grant allows
funding for an annual Citizen's Police Academy for supplies and materials along with
overtime funds for instructors.
BUDGET:
A 600 Overtime Hours Drug Task Force Officers for the $30 per $18,000
Hours investigation of crimes related to illegal drug hour
enforcement.
