Sealed bids were received for the Fiber Optic Conduit System - Phase I Project. City
Engineer Gus Psihoyos recommends award of the contract to the only bidder, Volkens,
Inc., in the amount of $221,531.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution provides for the award of the Fiber Optic Conduit System -
Phase I Project.
BACKGROUND
This project was originally bid in the fall of 2004 and received only one bidder at 25%
over the estimate.
The project is now being re-bid for construction in the spring/summer of 2005. The
project scope was changed slightly to incorporate design changes and to allow early
completion of the fiber optics near the Municipal Services Center.
DISCUSSION
This project links the City Annex to the Municipal Services Center with a fiber optic
conduit. This project will also bridge areas with fiber conduit that, when complete, will
tie Fire Station #3 (32nd and Central), Fire Station #4 (University at Grandview), Transit
(24th and Central), and Housing (18th and Central) into the City's fiber optic network.
Sealed bids were received on April 7, 2005. Volkens, Inc. of Dyersville, Iowa was the
only bidder in the amount of $221,531.00. This amount is 0.13% higher than the
engineer's estimate. The engineer's estimate was revised from last year to reflect the
current bidding climate. Based on the comparison of the fall, 2004 unit pricing to this
year's unit pricing, it is 11 %% lower.
RECOMMENDATION
I recommend that the contract be awarded to Volkens, Inc. in the amount of
$221,531.00.
BUDGET IMPACT
An addendum to the project was issued on April 5, 2005 that reduced the amount of the
construction contract by $9,625.00. This addendum allowed for a portion of the work
nearest the Municipal Services Center to be completed by Portzen Construction (the
prime contractor for that project) prior to paving the parking lots. This new estimate is
referenced below.

The project will be funded from the remainder of Fiscal Year 2003 CIP 540-815 budget
appropriation for the Municipal Services Center Fiber Optics in the amount of $64,894.
The remaining $84,204.31 will be financed from the Fiscal Year 2004-2005 CIP 010-
285, Fiber Optic Conduit Project. Several obstacles, such as railroad tracks and a
future storm water channel along the route to the garage, raised the estimate for this
project.

The project will be funded from the remainder of Fiscal Year 2004-2005 CIP 010-A06
budget appropriation for Fiber Optic System for Fire Stations in the amount of
$42,033.51. The remaining $42,245.35 will be financed from Fiscal Year 2004-2005
CIP 010-285 Fiber Optic Conduit Project. The original project estimates have increased
since this network of City fiber will serve additional entities and will be a key component
in the expansion of a fiber loop to the west end and around the City.

(City match dollars) for Fiber Optic Connections - Transit Office in the amount of
$20,680.00 The remaining $8,425.16 will be financed from Fiscal Year 2004-2005 CIP
010-285 Fiber Optic Conduit Project.

ACTION TO BE TAKEN
I recommend that the City Council adopt the attached resolution awarding the Fiber
Optic Conduit System - Phase I Project to Volkens, Inc. in the amount of $221 ,531.00.

RESOLUTION NO. 175-05
RESOLUTION ADOPTING PLANS AND SPECIFICATIONS
Whereas, on the 16th day of March, 2005, plans, specifications, form of
contract and estimated cost were filed with the City Clerk of Dubuque, Iowa for
the Fiber Optic Conduit System Project - Phase 1.
Whereas, notice of hearing on plans, specifications, form of contract, and
estimated cost was published as required by law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the said plans, specifications, form of contract and estimated cost are
hereby approved as the plans, specifications, form of contract and estimated cost
for said improvements for said project.
Passed, adopted and approved this 18th day of April, 2005.

RESOLUTION NO. 176-05
AWARDING CONTRACT
Whereas, sealed proposals have been submitted by contractors for the
Fiber Optic Conduit System - Phase 1 Project pursuant to Resolution No.
and notice to bidders published in a newspaper published in the City of Dubuque,
Iowa, on the 25th day of March, 2005.
Whereas, said sealed proposals were opened and read on the ih day of
April, 2005, and it has been determined that the bid of Volkens, Inc. of Dyersville,
Iowa, in the amount of $221,531.00 was the lowest bid for the furnishings of all
labor and materials and performing the work as provided for in the plans and
specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the contract for the above improvement be awarded to Volkens, Inc.,
and the Manager be and is hereby directed to execute a contract on behalf of the
City of Dubuque for the complete performance of the work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's
bond, the City Treasurer is authorized and instructed to return the bid deposits of
the unsuccessful bidders.
