Call to Order
The Dubuque Transit Advisory Board meeting was called to order by the Chair. Joel Lightcap at 4:20 pm.
Review /approve the agenda for the Thursday, November 17, 2011 Dubuque Transit Advisory
Board meeting
Motion by Esser, second by Enderson to approve the agenda for the Thursday. November 17, 2011

Review /approve the minutes of the Thursday, October 13, 2011 Dubuque Transit Advisory Board
meeting
Motion by Esser, second by Enderson to approve the minutes of the Thursday. October 13. 2011 Dubuque
Transit Advisory Board meeting. The motion passed unanimously.
Manager's Report
Review and approve the October 2011 Stats
Morel( presented the October 2011 stats for approval. She noted that overall ridership is up compared
to last year at this time period. She noted that next year she will be reviewing the budget to see if she
could add another mini bus to the schedule, to elevate the over serge of return riders at the end of the
day. She continued with stating that if the ridership continues to increase that the Jule has a potential
of seeing a 50o increase across the board for the fiscal year. Morel( then reviewed the fmancials and
the operating activity revenue and expenditure status for the month of September. Lightcap asked if
the General Funds have been added to the budget. Morel( noted that the General Fund funds are not
added until the end of the year.
Motion by Esser, second by Enderson to approve the Jules's October 2011 stats and September 2011
financials. The motion passed unanimously.
Electronic Signs
Morel( reported that several of the fixed route buses have some issues with the electronic signs. She
noted that it is very difficult for the drivers to change the signs, therefore a repairman has been sent in
the by the company to identify the issues and to make repairs.
Lightcap asked if the buses had warranties on them. Morel( answered that grants do not pay for
extended warranties. She noted that the City could purchase extended warranties, but she was not
sure where the funding for the warranties would come from.
Discussion followed.
Review /approve the purchase of 12 camera systems from the Howard County Maryland RFP
Morel( stated that the Jule will be purchasing 12 new camera systems for the light duty buses with funds
from the State of Good Repair grant. The purchase would be made through the Howard County Maryland
RFP. She noted that each system would contain five cameras, one facing fonvard and four interior
cameras. The total cost is $63,000 plus installation.
Motion by Esser, second by Knight to approve the purchase of 12 camera systems from the Howard
County Maryland RFP. The motion passed unanimously.
Review /approve awarding the design and construction contract to IRV for the ARC Transfer
Center
Morel( explain that the Jule received only one response to the RFP for the ARC Transfer Center from II V
Engineers. She noted that the contract will include a preliminary design for Phase II with construction
beginning for Phase I by mid - December 2011 and completion by November 2012. She noted that if
anyone was interested in serving on the design review committee to let her know. Esser indicated that he
would like to be on the design review committee.
Motion by Esser, second by Knight to approve awarding the design and construction contract to II V for
the ARC Transfer Center. The motion passed unanimously.
Review /approve the Shopping Circulator Route and route changes
Morel( reported that the new Shopping Circulator route will go into service starting Monday. November
21, 2011. She then handed out new route schedules for the Board members to review. She stated that
postings have been printed in the newspaper and the drivers have been handing out flyers to all of their
riders that summarize the changes in the routes. Huseman stated that she has been visiting every possible
place that she can think of to hand out flyers and the new routes schedules so that the public is well aware
of the route changes.
Morel( continued with reviewing the changes to the routes, noting the new stops to the routes such as the
Diamond Apts., Cedar Cross Road. Keywest/DIMV and extended service to Chavenelle Court.
Motion by Esser, second by Knight, to approve the Shopping Circulator Route and route changes. The
motion passed unanimously.
Other Business
Decem ber meetinn
Ruble noted that the December meeting will be held on Thursday. December 8' 2011 at 4:15 p. m. in
Room 223 of the Federal Building.
Route for Friday after Thanksgiving
Morel( explained that the Jule will be following the Saturday fixed route schedule for the Friday.
November 25. 2011 and she will be adding a dth mini bus to the mini bus schedule.
Recommended changes to the ADA Application and No -Show Policy
Morel( explained that with the new route and route changes, she has not had time to make the
recommended changes to the No -Show Policy or the ADA application. She indicated the she would
try to have the changes completed before the December meeting.
Christmas and New Year's Holiday Schedule
Morel( explained that the Saturday before and the Monday after Christmas and New Year's is
considered a City holiday. Therefore, there would be no bus service for three days of both weeks.
Saturday. Sunday and Monday. Morel( indicated that she is considering operating a Saturday fixed
route schedule for the Monday after both holidays as well as mini bus service. She noted that even
though the Monday is considered a Holiday, there are numerous citizens that rely on transit to get
them to their jobs or medical appointments and three days without service could be a hardship for
those riders. The consensus of the Board was to provide Saturday service on Monday for both
holidays.
OnMedia
Morel( stated the Candace Eudaley has been working with OnMedia to create a commercial for the
Shopping Circulator. She said the commercial will be partially sponsored by Dupaco. She noted that
OnMedia has spoken with several businesses along the Shopping Circulator Route to potentially
include them in the advertising and sponsorship.
Board member comments
The Transit Advisory Board had no comments.
Public Comments
Eudaley suggested placing notices on the bus for the Holiday schedule. Eudaley asked if there was a
Behavioral policy for riding the bus. Morel( said that there is an unwritten policy, but staff is currently
working on creating a written policy.

Motion by Esser. second by Knight to adjourn the November 17. 2011 Dubuque Transit Advisory Board
meeting. The motion passed unanimously. The meeting adjourned at 5:40 p.m.
