AN ORDINANCE AMENDING APPENDIX A (THE ZONING ORDINANCE) OF THE
CITY OF DUBUQUE CODE OF ORDINANCES, BY RECLASSIFYING HEREINAFTER
DESCRIBED PROPERTY LOCATED AT 35 NORTH BOOTH STREET (THE EXISTING
YMCA-YWCA BUILDING) FROM OR OFFICE RESIDENTIAL DISTRICT TO OS
OFFICE SERVICE DISTRICT AND WEST AND EAST OF THE YMCA-YWCA
BUILDING FROM R-1 SINGLE-FAMILY RESIDENTIAL DISTRICT TO OS OFFICE
SERVICE DISTRICT.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That Appendix A (the Zoning Ordinance) of the City of Dubuque Code of
Ordinances is hereby amended by reclassifying the hereinafter described property located
at 35 North Booth Street (the existing YMCA-YWCA building) from OR Office Residential
District to OS Office Service District and west and east of the YMCA-YWCA building from
R-1 Single-Family Residential District to OS Office Service District, to wit:
ParcellD numbers 10-26-426-004, 10-26-426-006, 10-26-426-011, 10-26-
426-013, 10-26-426-014, 10-26-426-015, 10-26-426-016, and 10-26-426-
017 and to the center line of the adjoining public right-of-way, all in the City
of Dubuque, Iowa.
Section 2. The foregoing amendment has heretofore been reviewed by the Zoning
Advisory Commission of the City of Dubuque, Iowa.
Section 3. This ordinance shall take effect immediately upon publication, as
provided by law.

Property History: The building was constructed in 1969 and the Zoning Board
of Adjustment approved a conditional use permit in 1978 to expand the building.
The Board approved conditional use permits in 1 984 for another expansion of the
building and the parking lot, and again in 1986 for an addition to the structure. In
1994, the YM/YWCA worked with the City on a new parking lot adjacent to Dodge
Street.
Physical Characteristics: There are two distinct uses of this parcel of land--the area
where the building exists, which is relatively flat; and, the area where the property
is undeveloped, which is primarily wooded and has some change in elevation.
Concurrence with Comprehensive Plan: 1965 Gruen Plan--Single-Family
Residential/Recreation. 1990 DMA TS Plan--Institutional.
Impact of Request on:
Utilities: Existing utilities should be adequate to serve any additional
development of this site.
Traffic Patterns/Counts: The building and facilities, if expanded, will generate
additional traffic. If the rezoning is approved, a site plan will be submitted
showing the improvements to the site and will require compliance with the

parking guidelines. Previous to the Dodge Street reconstruction, Booth Street
intersected with Dodge Street. Presently, all traffic to this site is from Booth
Street or YM/YW Drive, which connects with the Hill Street/Dodge Street
connector.
Public Services: Existing public services are adequate to serve the site.
Environment: The present wooded and open space will be impacted by the
new development. The extent of that development is unknown at this time.
Adjacent Properties: Adjacent residential properties on Grandview Avenue and
Parkway might have new structures and parking areas constructed near their
properties. If properly screened, these improvements should not adversely
impact those residences. Additionally, the neighborhood, in general, will
experience additional traffic due to the expansion of this business.
CIP Investments: None proposed.
Staff Analysis: The subject property consists of the existing YM/YWCA facility and
existing parking lots, undeveloped area north and west of the building, and the area
of the entrance drive and the north parking lot. The entrance drive and the north
parking lot have been utilized as part of the YMIYWCA business for several years.
These areas were not part of the original rezoning request, but were included in this
development as conditional use permit requests for parking areas in residentially
zoned properties.
Please note that the rezoning request is for the OS Office Service District, which is
slightly different from the OR Office Residential District. Section 3-2.1 pertains to
the OR District and Section 3-2.2 pertains to the OS District. The general purpose
and description of the OS District is more appropriate to the rezoning request and
potential use of this property. If approved, any expansions will require approval of
a conditional use permit, as this use is considered a private club and requires that
the provisions of Section 5-3.4 and Section 3-2.2(1) and 3-2.2(3) of the Zoning
Ordinance be met.
If the rezoning is approved, the YM/YWCA would have any building or site
improvements reviewed through the City site plan review/approval process. Issues
addressed during this process would include screening requirements, parking lot
expansions, storm water runoff control and building size and location. The areas to

the north and west of the existing facility currently are undeveloped. The adjacent
residences will experience the greatest impact, although additional traffic to this
site will occur along Booth Street, Nevada Street and YM/YW Drive, which is the
frontage road/connection with the Hill Street/Dodge Street connector.
Presently, the YM/YWCA has one gravel parking lot. This lot was allowed due to
the construction of Dodge Street (Highway 20) off ramp. The YM/YWCA proposes
to finish this parking lot in conjunction with their capital improvement campaign.
That lot, as well as the northerly lot, were allowed as part of the conditional use
permits from 1986.
Staff recommend that the Commission members review Section 6-1 .1 of the
Zoning Ordinance that establishes the criteria for reviewing rezoning requests.

Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above-cited
request. The application, staff report and related materials are attached for your
review.
Discussion
Bruce Wands, Executive Director of the YM/YWCA, spoke in favor of the request
stating that the request to rezone the property is to allow for a 7,000 square foot
building expansion on the west side of the building. Neighbors voiced concern with
the possibility of late night activities, traffic and storm water runoff.
The Zoning Advisory Commission discussed the request noting that the OS District is
more appropriate than the OR District. They felt that additional approval of a
conditional use permit by the Zoning Board of Adjustment gives added insurance to the
neighbors.
Recommendation
By a vote of 7 to 0, the Zoning Advisory Commission recommends that the City
Council approve the request.
A simple majority vote is needed for the City Council to approve the request.
