CITY OF DUBUQUE, IOWA MEMORANDUM 18 December 1998 TO: Barry Lindahl 4 FROM: Terry Lambert SUBJECT: Doug Shinkunas Mr. Shinkunas, DOB 1-23-47, no permanent address, was arrested on October 2, 1998 at the Canfield Hotel where he was causing a disturbance and refused to leave when asked to do so. During his noncompliance he was sprayed with pepper spray. He was ultimately placed in jail, having been charged with Trespass and Harassment of Public Officials. The following morning Shinkunas was released from jail and rather than leave the building he attempted to sleep in the lobby of the Law Enforcement Center. He was asked to leave, which he did temporarily, only to return, then refusing to leave. Again he was arrested and placed in jail. Mr. Shinkunas' car was towed for street storage in the following manner. It was observed parked on Iowa Street at 8th Street on October 1, 1998 at approximately 9:03 AM. One wheel was up on the curb and the meter at which the car was parked was expired. The vehicle was ticketed for the expired meter and the tires marked for vehicle storage. The car remained parked at this same location until the morning of October 3, 1998 when it was towed for storage in keeping with city street storage ordinance. Enclosed are copies of Offense reports, Incident Reports, Vehicle Impound Report, a pepper spray use report, and a page from our street storage book, all related to Mr. Shinkunas and our dealings with him during this three day ordeal.
