City Council meetings are held the first and third Mondays of the month unless that
meeting falls on a Federal or City holiday, in which case, the meeting is held the next
day. Currently, the only Federal holiday that is not a City holiday that affects the City
Council meeting schedule, is President's Day (3rd Monday of February).
During February and early March of each year, the City Council also holds six budget
hearings, and a final hearing to adopt the budget. Instead of having a budget hearing
on the third Monday of the month (President's Day) and the City Council meeting the
next day (Tuesday), for the past several years the City Council has voted to move the
2nd City Council meeting in February back to Monday. This causes less confusion to the
citizens of Dubuque.
I respectfully request Mayor and City Council approval of an ordinance that City Council
meetings are affected only by City holidays.

AND PROCEDURE SECTION 1 -6A -3 TYPES OF MEETINGS BY SPECIFYING CITY
HOLIDAYS
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. City of Dubuque Code of Ordinances Section 1 -6A -3 is amended to
read as follows:
1 -6A -3: TYPES OF MEETINGS:
A. Regular Meetings: Regular meetings of the council must be held on the first and
third Mondays of each month. However, when the first or third Monday falls upon any of
the following City holidays, such meeting must be held on the next succeeding day:
New Year's Day
Martin Luther King's Birthday
Memorial Day
Independence Day
Labor Day
Veteran's Day
Thanksgiving Day
Day after Thanksgiving
Christmas Eve
Christmas Day
New Year's Eve
Section 2. This ordinance shall take effect upon publication
