HISTORIC PRESERVATION COMMISSION
EDUCATION TASK FORCE
Wednesday, December 7, 2011

Commissioners Present: Chairperson David Klavitter and Commissioner Bob
McDonell.
Commissioners Excused: Commissioner Mitzi Krey.
Staff Members Present: David Johnson.
CALL TO ORDER: The meeting was called to order at 1:05 p.m.
AFFIDAVIT OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying the
meeting was being held in compliance with the Iowa Open Meetings Law.
MINUTES: Motion by McDonell, seconded by Klavitter, to approve the September 7, 2011
and November 2, 2011 minutes as submitted. Motion carried by the following vote: Aye -
Klavitter and McDonell; Nay — None.
HISTORIC PRESERVATION PROGRAM UPDATE: Chairperson Klavitter noted that Ryan
Dierks, Millwork District Resources Coordinator for Dubuque Main Street was scheduled to
attend to discuss tax credit opportunities; however, he will not be able to make it.
Chairperson Klavitter noted he will request Mr. Dierks attend a future meeting.
Staff Member Johnson reported he is currently investigating the ability to provide links of
the City of Dubuque website to the Dubuque Old House Enthusiasts website, Dubuque Old
House Enthusiasts Facebook page and the Dubuque Historic Homes and Neighborhoods
Facebook page. He noted it is likely the City will be able to provide a link to the Dubuque
Old House Enthusiasts website; however, due to the City's website linking policy, it is
unlikely links can be provided to the Facebook pages. He noted follow -up will be provided
via email.
The Task Force and staff discussed window replacement in historic properties. The
Commission noted opportunities to raise awareness about the viability and feasibility of
preserving original wood windows versus replacement. The Task Force discussed an
approach that would focus educational efforts towards property owners, rather than
contractors. The Task Force noted most contractors' immediate response to old windows
is to replace them with new vinyl or aluminum clad windows. The Commission explained if
property owners were made aware of the economic and environmental benefits of
preserving wood windows perhaps contractors would respond better.

The Task Force discussed the historic preservation program. Staff noted Commissioner
Krey was to provide updates on the historic preservation programming; however, she was
unable to attend. The Task Force noted those updates can be postponed until the next
meeting.
