SAFE COMMUNITY ADVISORY COMMITTEE

Meeting was called to order by Chair Doug Stillings @ 6:03p.m.
Committee members present: Doug Stillings, Jonathan Cheatham, Anthony Allen, Amanda Elkins, Susan
Stork, Mary Rae Bragg
Staff present: Terry Tobin, Jerelyn O'Connor, Kelly Larson, Phyllis Russell, Chief Mark Dalsing
Committee members absent: Ann Ernst, Diane Callahan
Approval of minutes of August 10, 2011. Motion by Elkins, second by Bragg to approve minutes as
submitted. All approved.
Action Items
o Committee discussion on report City Council
• Stillings — Do we go before "or "present a report to the Council?
• Chief — Going before the Mayor & Council will give them the opportunity to
discuss extending the Committee.
• Stillings — Our report should include the update report from August and a
request to speak before Council in October.

• City Council Goal Settin Ills Rus
o Phyllis shared with mmittee th- esults of the August City Council goals and
priorities meeting. Sh ed with the Committee Council's commitment to continuing
o make Dubuque a more = ive and open community. She noted to the SCAC to
notice that the recommenda tons presented by the SCTF are interwoven throughout the
goals /priorities set by the City Council.
Items from the Committee.
• Email from Ann Ernst:
1. Encourage citizen participation in the Neighborhood Watch Program
a. Chief — Ofc. Baxter is spearheading and preparing a memo to address this issue
b. Stork — wanted to know if there is a 1 -pager that can be distributed to the public
encouraging participation. Stork also inquired if we could talk to the TH about
doing a feature on SCAC and encourage citizen feedback.
c. Bragg — Are new comers being supplied with community information?
• Larson informed the Committee that the Multicultural Family Center
hosts Welcome Dinners. When new people come in to turn on their
water and look for housing information is given to new comers. And the

GDDC still hosts Distinctively Dubuque and the Newcomers Relations
services.
2. Juvenile responsibility ordinance
a. Asst Chief Tobin - Program began in May and no one has gone beyond the initial
warning letter stage. There is not a reluctance to apply the more severe stages
of the ordinance, but those who have been warned have not gotten into trouble
again so there is no need to proceed.
3. Public's Perception
a. Bragg stated that the summer has been so quiet and pleasant.
Stork asked if there had been any information regarding the house fire /hate crime. Russell informed her
that the investigation was on -going and being handled by the County.
• Stillings — Citizen came to him about a landlord notification letter being sent to him. He is
concerned that he got the letter for reporting the fight even though the fight did not occur at his
address.
o Chief —That happening was a mistake because the address on the letter should not have
come from the complaint but from the incident report /problem address.
• Elkins — Would like to have a walking group from the SCAC walk in the annual Halloween parade
on October 24tH
The next meeting will be October 12th,
