Minutes_Safe Community Advisory Committee 11 9 11MINUTES SAFE COMMUNITY ADVISORY COMMITTEE Wednesday, November 9, 2011 Multicultural Family Center, 1157 Central Avenue Meeting was called to order by Chairman Doug Stillings @ 6:00 p.m. A Quorum of Board Members was present Staff present: Mike Van Milligen, Crenna Brumwell, Mark Dalsing, Kelly Larson, and Jerelyn O'Connor Approval of minutes of September 14, 2011. Minutes were approved. Action Items • Committee discussion on reporting to City Council. • Other Business. Items from the public • Joe Knoll (address) said Chicago and (Bettendorf ?) have recently passed landlord responsibility ordinances. Joe thinks the noise enforcement has been very effective. Items from the Committee. • December 19 there will be a committee report. I need to include recommendation update, include ordinance. • Bring ordinance creating Commission to next meeting. • Committee will continue their discussion about continuation at their December meeting. Ask Barry, what happens to the committee member appointments. • Doug will draft report to City Council for December 19 Council Meeting • NEXT AGENDA — Crenna Brumwell, David Harris and Mark Dalsing present at next meeting of Committee about status of recommendations related to landlord accountability and landlord /tenant issues. • Good discussion on how the Intercultural Competency Program is the long -term effort to get at the heart of the Safe Community Task Force recommendations. • Committee noted that the community is especially pleased with the accountability elements of the Safe Community Task Force recommendations. Items from Staff ® Update on recommendation #44, "I'm a DBQer. o Committee seemed interested in the idea for a series put forth by the Telegraph Herald. o It would be nice if there was some narrative with the images. Either way, the dates are important. A story kicking off the series is important. o Committee likes the word "Dubuquer" and not just "I am Dubuque" o TH will need to have funding sponsor(s). How will that happen? o Doug will talk to the TH Kelly Larson covered Business Consortium contract(s). ® Information was distributed by City Manager on: o Upcoming David Miller Town Hall meeting on Dare to be King /Queen mentoring program. o TH article on positive response of landlords to mandatory background checks. o Crime statistics through first three quarters of calendar year 2011. o DCAP information was distributed. o Dubuque Dispute Resolution Center brochure was distributed. • Noise enforcement update was distributed by Chief Dalsing. • Report from David Harris on status of HUD audit.
