The Final Plat of English Ridge Subdivision No. 2 was approved by the City Council at
the June 6, 2011 meeting. As part of Resolution No.188 -11, the developer had 180
days in which to submit the necessary securities to the City of Dubuque. The developer
is now requesting an extension of 180 days to provide the securities for public
improvements.
Planning Services Manager Laura Carstens recommends City Council approval of the
180 -day extension to submit the necessary securities.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This memorandum transmits a request by the developer of English Ridge Subdivision
No. 2 for an extension to provide securities. A resolution is attached.
DISCUSSION
The Final Plat of English Ridge Subdivision No. 2 was approved by the City Council at
the June 6, 2011 meeting. As part of Resolution No.188 -11 the developer had 180 days
in which to submit the necessary securities to the City of Dubuque. The developer is
now requesting an extension of 180 days to provide the securities for public
improvements. A new resolution and a copy of the material sent to the City Council for
their June 6, 2011 meeting are attached.
RECOMMENDATION
The requested extension for submittal of securities has been reviewed by City Planning
Services and Engineering staff and they have no objections to the requested extension.
City staff recommends City Council approval of the 180 days by rescinding Resolution
No. 188 -11 and adopting a new resolution approving the final plat.

the agenda for the City Council at the next appropriate time that the
Council reapprove the same resolution. The required acceptance and
guaranties will be promptly filed thereafter.

A RESOLUTION AUTHORIZING RE- APPROVAL OF THE FINAL PLAT OF ENGLISH
RIDGE SUBDIVISION NO. 2 IN THE CITY OF DUBUQUE, IOWA
Whereas, there has been filed with the City Clerk a Final Plat of English Ridge
Subdivision No. 2 in the City of Dubuque, Iowa; and
Whereas, upon said final plat appear streets to be known as Stone Valley Drive
(Lot A), South Dorchester Lane (Lot B), North Dorchester Lane (Lot C) and Shrewsbury
Lane (Lot D) together with certain public utility, storm sewer and water main easements,
which the owner by said final plat has dedicated to the public forever; and
Whereas, the preliminary plat has been examined by the Zoning Advisory
Commission and its approval has been endorsed thereon; and
Whereas, said final plat has been reviewed by the City Planner and her approval
has been endorsed thereon, subject to the owner's agreeing to the conditions specified
herein; and
Whereas, said final plat has been examined by the City Council and the City
Council find the final plat conforms to the applicable statutes and ordinances, except
that streets and public utilities have not yet been completely constructed or installed.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That Resolution 188 -11 is hereby rescinded.
Section. 2 That the dedication of Stone Valley Drive (Lot A), South Dorchester
Lane (Lot B), North Dorchester Lane (Lot C) and Shrewsbury Lane (Lot D) and the
easements for public utilities as they appear on said final plat, be and the same are
hereby accepted; and

Section 3. That the final plat of English Ridge Subdivision No. 2 is hereby
approved and the Mayor and City Clerk are hereby authorized and directed to endorse
the approval of the City of Dubuque, Iowa, upon said final plat, provided the owners of
said property herein named, execute their written acceptance of the attached conditions
and further agree:
(a) To reduce Stone Valley Drive (Lot A), South Dorchester Lane (Lot
B), North Dorchester Lane (Lot C) and Shrewsbury Lane (Lot D) to
grade and to construct longitudinal sub - drains, concrete curb and
gutter with asphaltic mix concrete, or concrete paving with integral
curb, all in accordance with the City of Dubuque standard
specifications in a manner acceptable to the City Engineer, in
conformance with construction improvement plans approved by the
City Engineer, and inspected and approved by the City Engineer.
(b) To install sanitary sewer main with sewer service laterals into each
individual lot, water main with water service laterals into each
individual lot, storm sewers and catch basins, street lighting and
erosion control devices all in accordance with the City of Dubuque
standard specifications in a manner acceptable to the City
Engineer, and in accordance with construction improvement plans
approved by the City Engineer, and inspected and approved by the
City Engineer.
(c) To construct the improvements outlined in (a) and (b) above within
two years from the date of acceptance of this resolution, at the sole
expense of the owners, or future owner.
(d) To maintain the improvements outlined in (a) and (b) above for a
period of two (2) years from the date of the acceptance of those
improvements by the City Council of the City of Dubuque, Iowa, at
the sole final expense of the owners, or future owner;
(e) To provide security for the performance of the foregoing conditions
specified in this Section in such form and with such sureties as may
be acceptable to the City Manager of the City of Dubuque, Iowa.
Section 4. That sidewalk installation shall be the responsibility of each lot
owner for each lot abutting the public rights -of -way, including lots with multiple
frontages, as required by City Code Chapter 10 -1 -2 (Sidewalk Installation and Repair).
Section 5. That the owner must continue to own and maintain storm water
detention basin (Lot A of English Ridge Subdivision) until (1) the facility has been fully
completed, (2) 80% of the platted lots shown on the preliminary plat of the subdivision

and subdivisions thereof have been fully developed, and (3) adequate erosion control
measures, as approved by the City Engineer have been installed on the remaining 20%
of the lots. Acceptance of said detention facility (Lot A English Ridge Subdivision) must
be by the City Council as required by the Unified Development Code. Upon the City's
acceptance of the detention facility, the inspection, administrative and maintenance
expenses incurred by the City of Dubuque for the storm water detention facility (Lot A)
shall be assessed against the property owners, except the City of Dubuque, of all
phases of English Ridge Subdivision as indicated above and on the preliminary plat, in
equal amounts. The City Manager shall certify such costs to the City Clerk, who in turn
shall promptly certify such costs to the Dubuque County Treasurer, and such costs shall
then be collected with and in the same manner as general property taxes in accordance
with provisions of law.
Section 6. That the final acceptance of the public improvements shall only
occur upon certification of the City Engineer to the City Council that the public
improvements have been completed in accordance with the approved improvement
plans and City standards and specifications and accepted by City Council Resolution.
Section 7. That in the event English Ridge, LLC fails to execute the
acceptance and furnish the guarantees provided hereof within 180 days after the date
of this Resolution, the provisions hereof shall be null and void and the acceptance of
the dedication and approval the plat shall not be effective.

INTRODUCTION
The submitted Final Plat of English Ridge Subdivision No. 2 continues the development
of English Ridge Subdivision located east of U.S. Highway 20 near the intersection of
Stone Valley Drive. The subject Final Plat allows for the development of an additional
21 single - family building lots.
DISCUSSION
The submitted Final Plat of English Ridge Subdivision No. 2 provides for the extension
of Stone Valley Drive as a collector street, and the extension of Shrewsbury Lane as a
local residential street and the construction of two new public streets to be named North
Dorchester Lane and South Dorchester Lane. Stone Valley Drive will be built to the
City's collector street standard of 37 -foot of paving and 60 -foot right -of -way, while the
other streets will be built to the City's residential street standard of a 50 -foot right -of -way
and 31 -foot of paving.
The submitted Final Plat also provides for the extension of City water and sewer to
serve the proposed single - family lots.
RECOMMENDATION
The submitted Final Plat of English Ridge Subdivision No. 2 is in substantial compliance
with the City of Dubuque Unified Development, and I recommend City Council approve
the Final Plat as submitted.

Environment: Staff does not anticipate any adverse impact to the environment,
provided adequate erosion control is provided during all phases of development of
the property and adequate storm water control is provided.
Adjacent Properties: Staff anticipates the most noticeable impact to adjacent
properties will be additional vehicle trips utilizing Stone Valley Drive to access U.S.
Highway 20.
Recommended Conditions on Plat: None.
Staff Analysis: The submitted Final Plat of English Ridge Subdivision No. 2 subdivides
approximately 31 acres into 21 single - family lots and includes the remaining acreage for
future development of the subdivision. The property is located west of English Mill
Road and east of U.S. Highway 20 and the existing Stone Valley Drive. The second
phase of the subdivision provides for the extension of Stone Valley Drive as well as the
extension of Shrewsbury Lane. In addition, two new public streets are included in the
second phase - South Dorchester Lane and North Dorchester Lane. Stone Valley
Drive is built to the City's collector street standard of a 37 -foot of paving within a 60 -foot
right -of -way. North and South Dorchester Lanes and Shrewsbury Lane will be built to
the City's local street standard of 31 -foot of paving within a 50 -foot right -of -way.
Sanitary sewer service will be provided through the extension of the sanitary sewer line
which currently serves both Stonebrook Center Subdivision and the first phase of
English Ridge Subdivision. City water is available to the subdivision. The existing 12-
inch water main will be extended into the second phase, and an 8 -inch water main will
be extended into the new public streets of North and South Dorchester Lane.
The submitted final plat of English Ridge Subdivision No. 2 is in substantial compliance
with the City of Dubuque Unified Development Code. Planning staff would recommend
the Final Plat for approval as submitted.
