Van Milligen MCVM/jh Attachment cc: Barry Lindahl, Corporation Counsel Cindy Steinhauser, Assistant City Manager David Harris, Housing and Community Development Department Director 5D~~ ~~~ MEMORANDUM 22 April 05 To: Micha~fn Milligen, City Manager J ~ From: David 'ams, Housing and Community Development Department Re: Sanitary sewer replacement agreement at 1195 Thomas Place Introduction The purpose of this memorandum is to request the City Council to approve an extension of an agreement with the owner of a single-family home located at 1195 Thomas Place, for purposes of installation of a sanitary sewer system. Background The owner of this property was cited for the City for failure to have a property operating sanitary sewer system and was required to connect to the City system, initially in 1998. Thomas and Rebecca LeClere were unable to comply with this order and subsequently sold the property, to Anna Kim, in earty 2004. Ms Kim entered into negotiations with the Engineering Department to have the City system extended to the property. Complicating this discussion was the condition of the home, which needed substantial renovation. Eventually, an agreement was reached, in which Ms Kim would effect substantial repairs to the property, to qualify for Engineering's cost-sharing sewer installation program. An agreement was approved by the City Council in March 04, allowing Ms Kim twelve months to complete the repairs. Discussion The owner has worked diligently to renovate this older home. Substantial progress has been made, induding reroofing, installation of new windows and replacement of a large section of retaining wall. A quantity of additional work remains, and as the owner is performing much of the wotk herself, more time is needed to complete the job. Ms Kim has made a written request to the Housing Department for an extension of her agreement with the City, to 20 August of this year. 1 2 10:~--Davra-~arrte ----- DATE: 04/18/2005 RE: 11~5 Thomae Place David, I am reGtueetlng that my deadline for the the rehabilltatlon of the above propert~ be extended..
