Cable TV Coordinator Craig Nowack is recommending approval of the Cable TV Tele-
Programming Commission recommendation for funding from the Public, Educational,
and Government (PEG) Capital Grant for Access Equipment and Facilities in the
amount of $15,500 for the City of Dubuque to replace the playback server in the
CityChannel 8 TV Control Room.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to forward a recommendation from the Cable TV Tele- Programming Commission for
funding from the Capital Grant for Access Equipment and Facilities
BACKGROUND
The Capital Grant for Access Equipment and Facilities created by the cable franchise agreement that went into effect on
June 5, 2005, currently has a balance to be awarded of $191 ,059 13
At its meeting yesterday, the Commission approved a request for funding from the City of Dubuque for up to $15500 to
replace the playback server in the CityChannel B TV Control Room The server to be replaced is approaching six years old
The new server will have increased storage capacity and a RAID -5 configuration to enable hot - swappable drives in case of a
drive failure
The grant application is attached

server that plays CityChannel 8 programming to the cable system and online The current server will be
approaching six years old at about the time it will be replaced It has run continuously since it went into
service in 2006 One of the video ports no longer works and there have been some problems over the
past couple of weeks with the channel running audio but no video The port interface for the current
server is no longer supported by Tightrope There are two quotes #1 is for a server /raid configuration
that allows for hot swapping of drives in case of a drive failture #2 is for a smaller server without a raid
that requires the server to go back to Tightrope for repair, meaning the station will not be able to play
programming during the shipping and repair time Both quotes contain figures for Tightrope's assurance
plans (multi -year discounts) The assurance figures are not included in attached quote totals Quote #2
contains a price for a Carousel unit (CG310) that we do not want /need
Describe how the community will benefit from your request CityChannel 8's volume of daily
programming has increased steadily over the past five years The addition of a video server in 2006 that
replaced the collection of tape players has seen our program schedule executed with nearly a 100%
success rate (no miscuings and no rewinding on the air)
