Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above -cited
request. The supporting documentation is attached for your review.
Discussion
The applicant spoke in favor of the request, reviewing the location of the property and
access location required by the County Engineer.
Staff reviewed the staff report, noting that an existing farm access will serve the
proposed building lot and that County standards would require platting of a 66 -foot wide
right -of -way easement for a private street if any additional lot division is proposed.
There were no public comments.
The Zoning Advisory Commission discussed the request, and had no objection to the
submitted Plat of Survey.
Recommendation
By a vote of 7 to 0, the Zoning Advisory Commission recommends that the City Council
the request subject to waiving lot frontage for Lot 1.
A simple majority vote is needed for the City Council to approve the request.

INTRODUCTION
The submitted Plat of Survey of Lot 1 of Schmechel Place is located in Dubuque County
within two miles of the city of Dubuque corporate limits. The County and City of
Dubuque jointly review plats within two miles of the city of Dubuque. The subject plat
of survey requires review by both the Zoning Advisory Commission and City Council as
the proposed lot will not have frontage on a public or private street.
DISCUSSION
The submitted Plat of Survey of Lot 1 of Schmechel Place subdivides an existing
original quarter section into a two -acre lot. The property is located near Military Road.
Access to the lot is proposed by way of an access easement from Military Road.
The County required this location for access as there is an existing farm drive to the
existing quarter section as well as an existing access on the other side of Military Road.
Even if the lot was replatted to have frontage on Military Road, the County would still
require that access be taken from this existing access point.
Planning staff does not object to the proposed submitted Plat of Survey of Lot 1 of
Schmechel Place as only one additional building lot is being created, access is from an
existing access point along Military Road, and that any future platting will require review
and approval by both the City of County of Dubuque. At that time, County standards will
require a 66 -foot right -of -way for a private street easement.
RECOMMENDATION
Planning staff recommends the Zoning Advisory Commission approve the submitted
Plat of Survey of Lot 1 of Schmechel Place subject to waiving the lot frontage
requirement for Lot 1.

RESOLUTION APPROVING THE FINAL PLAT OF SURVEY OF LOT 1 OF
SCHMECHEL PLACE IN THE COUNTY OF DUBUQUE, IOWA.
Whereas, there has been filed with the City Clerk the Plat of Survey of Lot 1 of
Schmechel Place in the County of Dubuque, Iowa; and
Whereas, said Final Plat provides 0 feet of frontage for Lot 1 on a public street or an
approved private street, where 50 feet is required by Section 11 -14 of Title 16 of the City of
Dubuque Code of Ordinances, Unified Development Code; and
Whereas, said Plat of Survey has been examined by the Zoning Advisory Commission
and had its approval endorsed thereon; and
Whereas, said Plat of Survey has been examined by the City Council and they find that it
conforms to the statues and ordinances relating to it.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That Section 11 -14 of Title 16 of the City of Dubuque Code of Ordinances,
Unified Development Code, is waived to allow 0 feet of frontage on a public street or an
approved private street for Lot 1.
Section 2. That the Plat of Survey of Lot 1 of Schmechel Place is hereby approved
and the Mayor and City Clerk are hereby authorized and directed to endorse the approval of the
City of Dubuque, Iowa upon said final plat.
