Airport Hazard Mitigation Grant Application_Safe RoomTHE CITY OF Dui Masterpiece on the Mississippi TO Michael C Van Milligen, City Manager FROM Robert A Grierson, Airport Manager DATE December 12,2011 SUBJECT Airport Hazard Mitigation Grant Program Application Resolution Dubuque had All-America City 'I 1 1 I' 2007 INTRODUCTION The Airport is seeking approval of a Hazard Mitigation Grant Program application resolution for funding a "safe room" in the New Terminal Facility at the Airport The application is for the design and construction of a room constructed to survive tornado wind conditions BACKGROUND The Dubuque Regional Airport is currently in the process of designing a new passengerterminal building to accommodate the needs of the traveling public During the design process for the New Terminal Facility project, staff began work with ECIA on a preapplication for funding through FEMA and the Iowa Homeland Security & Emergency Management Agency The preapplication was approved in August The planned terminal facility is approximately 33,000 SF in total area and designed to accommodate approximately 145 peak hour enplaning passengers' not including meeters /greeters and well washers DISCUSSION During the preliminary design phase, the Airport identified locations within the proposed structure which were ineligible for Federal Aviation Administration (FAA) funding These costs would be borne by the airport, city, and state Staff explored an option to design and build some of this area to serve as Tornado Safe Rooms which made them eligible for FEMA grant funding thus reducing the local portion of the project Since the Airport serves as a key First Responder location for Local, State, and Federal agencies in the event of a natural disaster [i e Tornado), building in these safeguards made sense The Airport has selected a location within the new passenger terminal building that can be designed and built to serve as Tornado Safe Room in accordance with FEMA design standards This area includes the 'Airline Ticketing Offices (ATO) and the Outbound Baggage preparation area In total, the Airport's proposed designated Safe Room provides approximately 3,800 square feet of protected space (Occupancy Capacity 420) Based on engineer cost estimates, the Airport's proposed size and occupancy capacity, the FAA ineligible space (not meeting FEMA design standards) would have an approximate local cost of $890,000 If this same space was designed and constructed to meet the FEMA safe room requirements, the estimated costs increase to $1,145,350 Of that $1,145,350, 85% is proposed to be funded through FEMA and the state This would leave an estimated $172,000 of local funds required to build this section instead of the original $890 ,000 Therefore, this could reduce this projects local portion by up to $718,000 The proposal discussed herein is subject to ongoing discussions with FEMA regarding eligibility, approval of the proposed space, availability of funding and the proposed project schedule In addition, this proposal would be subject to review and approval by FAA acting as the lead federal agency for this project RECOMMENDATION I recommend that the City Council approve the application for FEMAfunding for the "safe room" at the Dubuque Regional Airport PROJECT COST - BUDGET IMPACT If grant funding is approved by FEMA, currently budgeted local funds may be offset The actual amount offset will depend on amount of grant awarded, what the grant will cover (design, construction, inspection, utilities, etc), if grant process does not delay the construction schedule and any currently unknown variables required by state or federal agencies ACTION TO BE TAKEN I respectfully request that the City Council approve the Hazard Mitigation Grant Program application resolution Prepared by cc Robert A Grierson Airport Commission Masterpiece on the Mississippi TO: The Honorable Mayor and City Council Members FROM: Michael C. The application is for the design and construction of a room constructed to survive tornado wind conditions and will accommodate approximately 145 peak hour enplaning passengers, not including meters /greeters and well wishers. The approximate cost of the safe room is $1,145,350. Any amounts received from this grant will offset the currently budgeted local funds. Grierson, Airport Manager RESOLUTION NO 425 -11 HAZARD MITIGATION GRANT PROGRAM WHEREAS, the City of Dubuque, Dubuque Regional Airport has made application through the Iowa Homeland Security and Emergency Management Division (HSEMD) to the Federal Emergency Management Agency (FEMA) for funding of the Hazard Mitigation Grant Program in the amount of $1,145,350 for the total project cost , and; WHEREAS, the City of Dubuque recognizes the fact that this grant is based on a cost share basis with the federal share not exceeding 75 %, the state share not exceeding 10% and the local share being a minimum of 15% of the total project cost. The minimum 15% share can be either cash or in -kind match, and; NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE: • The City of Dubuque agrees to provide and make available up to $172,000 of local monies to be used to meet the minimum 15% match requirement for this mitigation grant application.
