Sealed bids were received on December 8, 2011, for the Lower Bee Branch Creek
Floating Island Project. Portzen Construction, Inc. submitted the low bid in the amount
of $364,800. This amount is 102.67% over the estimate of probable cost.
City Engineer Gus Psihoyos recommends rejection of all bids for the construction of the
Lower Bee Branch Creek Floating Island Project and re- bidding the project at a later
date.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution authorizes the rejection of all bids for the construction contract
for the Lower Bee Branch Creek Floating Island Project
BACKGROUND
The RECAT grant application and grant agreement include funding for a floating island
to be constructed as part of the Bee Branch Creek Restoration Project, located within
the 16th Street Detention Basin
The proposed floating island is a form of a wetland which "bio- mimics" natural floating
wetland systems invented by nature Vegetated with native plants, it is a beautiful,
natural and sustainable eco- system which provides many benefits, from habitat
restoration to water cleansing When a floating island is launched, a whole diverse eco-
system is created which attracts life in all its forms, from microbes to nymphs, to
butterflies, to fish, birds all the way up the food chain
DISCUSSION
Sealed bids were received on December 8, 2011, for the Lower Bee Branch Creek
Floating Island Project Portzen Construction, Inc of Dubuque, Iowa submitted the low
bid in the amount of $364,800 00 This amount is 102 67% over the estimate of
probable cost A summary of the bid proposals received is as follows

There are two known companies that manufacture and supply floating islands. Both
have provided quotes for similar projects in the past which established the estimate for
the City's project. Despite numerous attempts, the bidders were unable to contact one
of the suppliers and were able to obtain only one quote for the product.
I recommend rejecting the bids and re- bidding the project once contact has been
established with both companies that manufacture floating islands.
RECOMMENDATION
I recommend rejection of all bids for the Lower Bee Branch Creek Floating Island
Project.
ACTION TO BE TAKEN
I respectfully request that the City Council adopt the attached resolution rejecting all
bids for the Lower Bee Branch Creek Floating Island Project.

RESOLUTION NO. 427 -11
REJECTING ALL COMPETITIVE BID PROPOSALS RECEIVED FOR THE LOWER
BEE BRANCH CREEK FLOATING ISLAND PROJECT
Whereas, competitive sealed bid proposals have been submitted by contractors
for the Lower Bee Branch Creek Floating Island Project (the Project) pursuant to
Resolution No. 371 -11 and Notice to Bidders published in a newspaper published in the
City of Dubuque, Iowa on the 11th day of November, 2011; and
Whereas, said competitive sealed bid proposals were opened and read on the 8th
day of December, 2011; and
Whereas, the City Council has deemed it advisable to reject all competitive
sealed bid proposals the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. All of the competitive sealed bid proposals for the Lower Bee
Branch Creek Floating Island Project are hereby rejected.
Section 2. The City Clerk is authorized and instructed to return the bid
deposits of the unsuccessful bidders for Lower Bee Branch Creek Floating Island
Project.
Passed, approved and adopted this 19th day of December , 2011.
