INTRODUCTION
The purpose of this memo is to request approval to proceed with a watermain extension from the Historic Millwork District to
the Port of Dubuque
BACKGROUND
During the development of the Historic Millwork District (HMO) Complete Streets Project, the Water Department made me
aware of their desire to extend a 12" watermain into the Port of Dubuque off of the 20" watermain already scheduled to be
installed near 5th and White Streets Some years ago a section of water main near 4th Street in the Port of Dubuque had to
be abandoned due to a break The break occurred under the RR tracks and would have been cost prohibitive to fix, not to
mention very disruptive to the railroad
DISCUSSION
During the status meetings for the HMO project, Water Department Manager Bob Green expressed his desire to extend
watermain into the Port of Dubuque from a different direction to provide a redundant service loop to the Port of Dubuque
Please find attached a map showing this proposed watermain extension At the time of this discussion, you gave approval to
look at this issue once the HMO project was near completion Since that discussion took place, the project has been brought
to a 90% completion point The HMO project is expected to be over contract by roughly $900,000
The Water Department has identified other funds to pay for this additional work They are proposing using funds that were
left over from the utility relocation project to accommodate the 10th Street and Central Avenue parking ramp The Water
Department estimates that the amount left overfrom the 20" Transmission Main Relocation Replacement Project is
$131,000, and $22,000 is left over from the Electrical Usage Integrated Sustainability Project (EUIS)
Veenstra &Kimm, Inc originally estimated the cost for this additional work to be $130,000 Based on current bid unit prices,
this estimate is still reasonable This work involves extending 12" watermain under the railroad tracks for both the Canadian
National Railway and the Canadian Pacific Railway In order to get the watermain under these tracks, the pipe would be
directionally bored, so as to not disturb railway operations

with Portzen Construction to extend the 12" watermain into the Port of Dubuque at a
cost of $130,000.
I concur with the recommendation and respectfully request Mayor and City Council
approval.
