Spence, Leisure Services Manager SUBJECT: Five Flags Center Renovation Project INTRODUCTION The purpose of this memorandum is to recommend that the City Council award a contract to Conlon Construction Company for renovation of the Five Flags Center. DISCUSSION On April 21,2005 bids were received for renovation of the Five Flags Center. Renovation will include relocation of the ticket windows to the Locust Street vestibule, reconstruction of the Locust Street entrance, replacement of the windows on both the Locust and Main Street entrances, replacement of the carpet and flooring on both levels of the promenade, relocation of the Gate E concession stand, second entrance to Majestic Room, improvements to Bijou Room, and painting. Also, two other C.I.P. projects have been added to the renovation - replace arena north doors and renovate concession stands. This will provide much needed concession service in the major traffic area of the building. Alternate 2 divides the general manager's office in two, creating a conference room for staff and a smaller general manager's office. more Five Flags Center renovation, page two The engineer's estimate for the base bid was $1,523,026. When this project is combined with the bleacher replacement project, the savings from that project can be used to fund the alternates of this project. SMG has elected to not divide the existing general managers office so Alternate 2 will not be recommended. Accepting Alternate 1 will require an additional $35,000 to be spent to equip the new concession stand. The equipment purchase will be done outside this contract. WHEREAS, notice of hearing on plans, specifications, form of contract, and estimated cost was published as required by law. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the said plans, specifications, form of contract and estimated cost are hereby approved as the plans, specifications, form of contract and estimated cost for said improvements for said project. WHEREAS, said sealed proposals were opened and read on the 21 st day of April, 2005, and it has been determined that the bid of CONLON CONSTRUCTION COMPANY in the amount of $1,605,494 was the lowest bid for the furnishings of aU labor and materials and performing the work as provided for in the plans and specifications. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the contract for the above improvement be awarded to CONLON CONSTRUCTION COMPANY, and the Manager be and is hereby directed to execute a contract on behalf of the City of Dubuque for the complete performance of the work. BE IT FURTHER RESOLVED: That upon the signing of said contract and the approval ofthe contractor's bond, the City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful bidders.
