Sealed bids were received for the 2005 Asphalt Paving Project. City Engineer Gus
Psihoyos recommends award of the contract to the low bidder, River City Paving,
Division of Mathy Construction Company, in the amount of $1,107,558.26, which is
5.9% under the revised estimate of probable cost.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution authorizes the award of the construction contract for the 2005 Asphalt
Paving Project.
BACKGROUND
The 2005 Asphalt Paving Project includes the following four (4) street improvement project
locations, which have been approved and included in the Annual Five-Year Street Program.
The length of this year's program is approximately 2.76 miles of asphalt pavement resurfacing.

BID RESULTS
Sealed bids were received on April 21, 2005. River City Paving, Division of Mathy
Construction Company, of Kieler, Wisconsin submitted the low bid in the amount of
$1,107,558.26. This amount is 5.9% under the revised estimate of probable cost. A summary
of the bid proposals received is as follows:

DISCUSSION
The original Council memo of March 24, 2005 indicated a completion date of September 30,
2005; after further review, the completion date for the project has been set at November 4,
2005.
RECOMMENDATION
I recommend that the contract be awarded to River City Paving, Division of Mathy Construction
Company, in the amount of $1,107,558.26.
BUDGET IMPACT
The estimate of probable cost was revised during the bidding process as a result of a
modification of the bid quantities. The previous engineer's estimate for construction was
$1,191,689.88. The revised estimate of $1,172,413.88 is $19,276 lower than the original
engineer's estimate.

RESOLUTION NO. 205-05
RESOLUTION ADOPTING PLANS AND SPECIFICATIONS
Whereas, on the 30th day of March, 2005, plans, specifications, form of
contract and estimated cost were filed with the City Clerk of Dubuque, Iowa for
the 2005 Asphalt Paving Project (Fiscal Year 2006).
Whereas, notice of hearing on plans, specifications, form of contract, and
estimated cost was published as required by law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the said plans, specifications, form of contract and estimated cost are
hereby approved as the plans, specifications, form of contract and estimated cost
for said improvements for said project.
Passed, adopted and approved this 2nd day of May, 2005.

RESOLUTION NO. 206-05
AWARDING CONTRACT
Whereas, sealed proposals have been submitted by contractors for the
2005 Asphalt Paving Project pursuant to Resolution No. and notice to
bidders published in a newspaper published in the City of Dubuque, Iowa on the
8th day of April, 2005.
Whereas, said sealed proposals were opened and read on the 21st day of
April, 2005, and it has been determined that the bid of River City Paving, Division
of Mathy Construction Company, of Kieler, Wisconsin, in the amount of
$1 ,107,558.26 was the lowest bid for the furnishings of all labor and materials
and performing the work as provided for in the construction documents.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the contract for the above improvement be awarded to River City
Paving, Division of Mathy Construction Company, and the Manager be and is
hereby directed to execute a contract on behalf of the City of Dubuque for the
complete performance of the work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's
bond, the City Treasurer is authorized and instructed to return the bid deposits of
the unsuccessful bidders.
Passed, approved and adopted this 2nd day of May, 2005.
