Sealed bids were received for the Guardrail Replacement Program (Fiscal Year
2005/2006). City Engineer Gus Psihoyos recommends award of the contract to the low
bidder, Pauline Company, Inc., in the amount of $54,911, which is 11.73% over the
engineer's estimate.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution authorizes the award of the construction contract for the
Guardrail Replacement Program (Fiscal Year 2005/2006).
BACKGROUND
The Guardrail Replacement Program involves the replacement of deteriorated and
substandard existing three-strand cable and damaged W-beam guardrail at the
following locations:

DISCUSSION
Sealed bids for the Guardrail Replacement Program were received on April 21, 2005.
Pauline Company, Inc. of Waterloo, Iowa, submitted the low bid in the amount of
$54,911.00. This amount is 11.73% over the engineer's estimate. A summary of the
bid proposals received is as follows:

RECOMMENDATION
I recommend that the contract be awarded to the Pauline Company, Inc. in the amount
of $54,911.00.
BUDGET IMPACT
The estimate of probable cost was revised during the bidding process as a result of
project quantity modifications. The previous engineer's estimate for construction of the
Guardrail Replacement Program was $53,871. The revised estimate of $49,146 is
$4,775 lower than the original estimate.

The total available funds for the project is $75,000, which includes a Fiscal Year 2005

I recommend that the City Council adopt the attached resolution awarding the Guardrail
Replacement Program (Fiscal Year 2005/2006) to the Pauline Company, Inc. in the
amount of $54,911.00.

RESOLUTION ADOPTING PLANS AND SPECIFICATIONS
Whereas, on the 30th day of March, 2005, plans, specifications, form of
contract and estimated cost were filed with the City Clerk of Dubuque, Iowa for
the Guardrail Replacement Program (Fiscal Year 2006).
Whereas, notice of hearing on plans, specifications, form of contract, and
estimated cost was published as required by law.
NOW THEREFORE, BE iT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the said plans, specifications, form of contract and estimated cost are
hereby approved as the plans, specifications, form of contract and estimated cost
for said improvements for said project.

RESOLUTION NO. 208-05
AWARDING CONTRACT
Whereas, sealed proposals have been submitted by contractors for the
Guardrail Replacement Program (Fiscal Year 2005/2006) pursuant to Resolution
No. and notice to bidders published in a newspaper published in the City
of Dubuque, Iowa on the 8th day of April, 2005.
Whereas, said sealed proposals were opened and read on the 21st day of
April, 2005, and it has been determined that the bid of the Pauline Company, Inc.
of Waterloo, Iowa, in the amount of $54,911.00 was the lowest bid for the
furnishings of all labor and materials and performing the work as provided for in
the construction documents.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the contract for the above improvement be awarded to the Pauline
Company, Inc. and the Manager be and is hereby directed to execute a contract
on behalf of the City of Dubuque for the complete performance of the work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's
bond, the City Treasurer is authorized and instructed to return the bid deposits of
the unsuccessful bidders.

Replacement Program (Fiscal Year 2006).
DISCUSSION
The Guardrail Replacement Program includes the replacement of old three-strand cable
and damaged W-beam guardrail at the following locations:

to 1130 Roosevelt Street
Lawther Street - The existing guardrail in this location consists of old three-strand
cable. The rail has been hit on several occasions and is completely missing in some
areas. This rail will be replaced with standard Iowa DOT W-beam guardrail. This area
has a large amount of rock in the area. Because of this rock, the unit prices have been
adjusted to account for the installation of the guardrail posts into rock.
Peru Road - The existing guardrail is in good condition. The existing guardrail consists
of standard Iowa DOT W-beam guardrail. The terminal sections of the guardrail have
been hit on occasion due to the alignment of the guardrail with respect to the entrances
to Casey's General Store. The terminal ends of the guardrail will be replaced and the
guardrail will be tapered back to minimize the chance of accidentally hitting the ends of
the guardrail.
Roosevelt Street - There are two locations on Roosevelt needing guardrail
replacement/new construction.
The guardrail on the south side of Roosevelt at the intersection of Peru road has been
hit and needs replacement. The existing guardrail is standard Iowa DOT W-beam
guardrail and will be replaced with the same type of guardrail.
There is a need for new guardrail along the north side of Roosevelt from approximately
1040 Roosevelt Street to 1130 Roosevelt Street. This location has had several citizen
complaints about the lack of guardrail. There is a steep embankment that the guardrail
would protect vehicles from entering. The standard Iowa DOT W-beam guardrail would
be placed in this area.

Whereas, the City Council of the City of Dubuque, Iowa has given its
preliminary approval on the proposed plans, specifications, and form of contract
and placed same on file in the office of the City Clerk for public inspection of the
Guardrail Replacement Program (Fiscal Year 2006).
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That a Public Hearing will be held on the 2nd day of May, 2005, at 6:30
p.m. in the Public Library Auditorium at which time interested persons may
appear and be heard for or against the proposed plans and specifications, form
of contract and cost of said improvement, and the City Clerk be and is hereby
directed to cause a notice of time and place of such hearing to be published in a
newspaper having general circulation in the City of Dubuque, Iowa, which notice
shall be not less than four days nor more than twenty days prior to the day fixed
for its consideration. At the hearing, any interested person may appear and file
objections to the proposed plans, specifications, contract, or estimated cost of
the improvement.
