This is a claim for damages the claimant alleges he incurred
when he was "assaulted, falsely imprisoned, falsely arrested, and
falsely prosecuted" by members of the Dubuque Police Department.
This claim has been referred to Public Entity Risk Services of
Iowa, the agent for the Iowa Communities Assurance Pool.
