Spence, Leisure Services Manager'Y SUBJECT: Landscaping along Northwest Arterial INTRODUCTION The purpose of this memorandum is to request City Council approval to request DOT/DNR Funds to landscape along the Northwest Arterial behind 4792 Camelot Drive. DISCUSSION When the grading was done for the west lanes of the Northwest Arterial, residents along Camelot Drive expressed their concerns about noise level. lOOT responded by planting trees along the property line to provide screening. I have been contacted by Steve Raymond of 4792 Camelot Drive to ask for help getting the landscaping extended past his property. He had spoken with Jim Carpenter, lOOT Roadside Development, about getting this done and Mr. Carpenter suggested he contact the City. They have funds for this type of thing but the City would need to make the request. Attached is an "application to sponsor highway planting" and a letter to Mark Masteller requesting the funds. I am proposing the same design used in this area be extended south approximately 100 meters to provide screening for the other residents along Camelot Drive. Sixty more trees would be planted at an estimated cost of $11,460. The City would be required to maintain the trees for two years and that is the extent of our commitment. I recommend the City Council approve the "application to sponsor highway planting" and the request for DOT /DNR Funds to do this landscaping project. Beginning from end of present plantings, continuing south. AGREEMENTS: The sponsor(s) agrees the following stipulations shall apply: 1. This permit shall be approved prior to beginning any operations. 2. The sponsor shall indemnify and save harmless the State of Iowa, its agencies and employees, from any and all causes of actions, suits at law or inequity, for losses, damages, claims or demands, and from any and all liability and expense of whatsoever nature, arising out of or in connection with the sponsor's use or occupancy of the public highway right-of-way. 3. The sponsor(s) agrees to give the Department forty-eight hours notice of intention to begin work within the right- of-way. Access to the work site on primary highways will, where possible, be obtained from private property or other roadways and not from the mainline or shoulders of the primary highway. 5. Access to the work site on controlled access facilities shall only be made from sideroads at grade separatiol and interchanges or from temporary breaks in the access control fence by the adjacent property owner or throu~ an agreement with the adjacent property owner. No access will be allowed from the mainline or ,ramps. 6. The sponsor(s) shall carryon the work as required and authorized by this agreement with serious regard for tn safety of the traveling public, adjacent property owners and volunteers or employees of the sponsor(s). Traffi control, when deemed necessary by the Resident Maintenance Engineer, shall be in accordance with Part VI c the current Manual on Uniform Traffic Control Devices for Streets and Highways. 7. No personnel or activities will be allowed on the right-of-way after dusk and before d~wn. 8. Work shall be performed in a satisfactory, safe and professional manner in accordance with the Department's Roadsidl Planting Sponsorship Guidelines and good construction practices. ' . 9. He indicated funding may be available from the DOT /DNR Fund and sent me the information. This letter is the City of Dubuque's request for funding. Enclosed is a design prepared by lOOT and used in this location. My plan is to repeat what is shown three times so the plantings would extend 100 meters from the present trees.
