Grandview Extension - 32nd Street to Northwest Arterial INTRODUCTION The purpose of this memorandum is to give an overview of the history of the potential extension of North Grandview from West 32nd Street to the Northwest Arterial. BACKGROUND The Iowa Department of Transportation (I.D.O.T.) has begun right-of-way negotiations to acquire the necessary parcels of property needed for the construction of Phase IV of the Northwest Arterial from John F. Kennedy Road to U.S. 52. In the negotiation process, the level of access provided (or not provided) has a significant bearing on the value of the property to be acquired. On July 28, 1998, the City Council held a worksession to develop an access policy for this segment of the Northwest Arterial. The outcome of the meeting was that access would be controlled by the planning functions of the Zoning Commission and the City Council, and that each access would be considered on its own merits, based upon a proposed development plan (Ordinance 7-95). This is the same access policy which is in affect on the existing portions of the Northwest Arterial. Once the City would approve of an access location, I.D.O.T. would also review the request and would be the authority to issue an access permit if the request met their Priority III access policy, allowing access points at a minimum spacing of 300 meters (984 feet). During the worksession the issue of extending North Grandview Avenue to the Northwest Arterial was discussed at some length. It was determined in that discussion that the question of whether the North Grandview Extension should stay in the Long Range Transportation plan should be addressed at a subsequent worksession. DISCUSSION The extension of North Grandview to the Northwest Arterial was identified originally in the Environmental Impact Statement (EIS) for the Northwest Arterial dated August 7, 1979. A copy of the alignment considered in the final review of the EIS is attached (Attachment A), as well as a preliminary plan sheet from the report showing the proposed extension (Attachment B). The EIS identified several streets which should be improved along with the construction of the Northwest Arterial. One of the projects was the extension of North Grandview Avenue from West 32nd Street to the Northwest Arterial as a two lane facility (Attachment C). (An asterisk included with this recommendation indicates that the North Grandview Avenue extension was being shown as extended lIaccording to prior transportation network planning",) The first official inclusion of North Grandview as a part of the Dubuque Metropolitan Area Transportation Study (DMA TS) transportation plan was in 1990, and was called the DMA TS 2008 plan. The DMATS transportation plan was last updated in 1998. This process culminated with the approval of the DMA TS year 2020 plan on June 26, 1998 (Attachment D), This plan includes the Southwest Arterial, Northwest Arterial and also the linkage of N. Grandview Avenue to the Northwest Arterial, consistent with the earlier transportation plan. A copy of the adopted DMA TS adopted 2020 plan is attached. The estimated cost of this extension is approximately $4,000,000.00. ACTION TO BE TAKEN The City Council is requested to give direction to City staff as to whether the North Grandview Extension to the Northwest Arterial should remain in the DMA TS 2020 Long Range Transportation Plan. If the City Council wishes to drop this extension from the plan, the process of deleting the link would be through DMA TS, which would conclude with the adoption of a new 2020 Transportation Plan. An "expressway" ranging from 24 lanes to relieve traffic within the Central AvelWhite St (US 52) corridor. This is a project being carried from previous Plans of long ago. The Grandview Ave. extension is not part of the NW Arterial Extension project. This Is a separate project intending to join the Interior Dubuque street system to the NW Arterial (and therefore the larger future arterial system) via an extension of Grandvlew Ave. A long range expansion of the current two lane street to meet increased future traffic needs. This project involves finding a solution to the high volumes of traffic currently, and projected to be funneled thru a 1 block, 4 lane section of University Ave. 5 Capacity Improvement to U.S. 20 over the Mississippi River I i i Project involves increasing the capasity of U.S. 20 over the Mississippi River between Illinois and Iowa. The Environmental Impact and Location Study will begin during the early Summer of 1998. The project has also been targeted for fed. discretionary funds in t n the TEA 21 bill.
