RESOLUTION AUTHORIZING APPLICATION FOR MARINE FUEL TAX FUNDS FOR
RECONSTRUCTION OF THE SCHMITT HARBOR BOAT RAMP.
Whereas, the Iowa Department of Natural Resources has Marine Fuel Tax Funds available
to develop and maintain water access projects; and
Whereas, the City of Dubuque has an adopted Riverfront Plan that places a high priority on
recreational improvements to Schmitt Island; and
Whereas, the City of Dubuque recognizes the recreational potential of the Schmitt Harbor
Boat Ramp.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE,
IOWA:
Section 1. That the Planning Services Manager is hereby authorized to submit an
application for Marine Fuel Tax Funds to the Iowa Department of Natural Resources (IDNR) to
reconstruct the Schmitt Harbor Boat Ramp.
Section. 2 That the City Manager is hereby authorized to utilize budgeted Capital
Improvement Program funds to provide the local match required for this project, if approved by
IDNA.

Planning Services Manager Laura Carstens is recommending that the City submit a
grant application in the amount of $73,306 to the Iowa Department of Natural
Resources for Marine Fuel Tax funds to assist with reconstruction of the Schmitt
Harbor Boat Ramp.

INTRODUCTION
This memo transmits for City Council review and approval an application to the
Iowa Department of Natural Resources for Marine Fuel Tax funds to assist with
reconstruction of the Schmitt Harbor Boat Ramp. A resolution and application are
attached.
DISCUSSION
This boat ramp has deteriorated slowly over the past 10 years, with its concrete
sections shifting and cracking. This project provides for reconstruction of part of
the boat launching/loading ramp at Schmitt Harbor. Approximately 8,500 square
feet of the ramp would be replaced. In addition to the removal and replacement of
the original ramp, the project also would provide for extending the ramp an
additional 20 feet underwater.
The project budget is $97,742. IDNR will fund up to 75% of the project cost,
which is $73,306 for this project. The City's required 25% local match of
$24,436 is budgeted in this year's Capital Improvement Program.
RECOMMENDA TION
I recommend that the City Council approve the attached resolution and application
for a $73,306 Marine Fuel Tax grant to reconstruct the Schmitt Harbor Boat Ramp.

Project Justification: (Narrative)
A large volume of pleasure craft ply the Mississippi River channel and backwaters in the
I Dubuque area. Much of the river traffic consists of local fisherman and boaters, but many
boats are from throughout the regiona and from as far away as the Twin Cities and the Gulf
Coast. These boaters have few options when seeking a ramp site and parking to access the
Mississippi River in the Dubuque area. Along the the entire six mile length of Dubuque's
riverfront, only two public boat ramps are available for pleasure craft. Both ramps handle large
volumes of river related traffic and are especially busy on the weekends during the summer.
The Schmitt Harbor Boat ramp is one of these public ramps. Over the past ten years, the
Schmitt Harbor Boat Ramp has deteriorated, with its concrete sections cracking and shifting.
Most in need of repair is the section along the river's edge and under water. During lower river
stages (under nine foot), the end of the ramp washes out, creating an underwater hazard for
all boaters using the ramp.

This project provides for reconstruction of part of the boat launching/loading ramp located
at Schmitt Harbor. Approximately 8,500 square feet of the ramp would be replaced.
Based on a seven foot river stage, 36 lineal feet of the ramp above water and 20 lineal feet
of the ramp below water would be removed and replaced. In addition to the removal and
replacement of the original ramp, the project would also provide for extending the ramp out
and additional twenty lineal feet underwater.

The Schmitt Harbor Boat Ramp Repair Program helps to accomplish the following goals of
the Dubuque Comprehensive Plan, adopted in 1995.
· To optimize the recreational amenities offered by the city's riverfront.
· To maintain safe and efficient utilization of the riverfront for both land and water
based commercial, industrial and recreational traffic.
· To provide, maintain and improve the...boat ramps for industrial, commercial and
recreational use of the riverfront.
