RESOLUTION APPROVING THE SUBMISSION OF AN APPLICATION FOR mSTORIC
RESOURCE DEVELOPMENT PROGRAM FUNDING TO CONDUCT AN HISTORIC
PRESERVATION SURVEY.
Whereas, the State Historical Society ofIowa has announced the availability of Historic
Resource Development Program (HRDP grant program) funds; and
Whereas, the evaluation and survey of properties are eligible activities for HRDP funding; and
Whereas, the State Historical Society has advised that an historic preservation survey is
necessary for the renewal of a Memorandum of Agreement between the State and City for the purposes
of conducting local Section 106 reviews; and
Whereas, the City of Dubuque Historic Preservation Commission has reviewed and endorsed the
proposed historic survey.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the submission of an application for Historic Resource Development Program
funds to conduct an historic preservation survey is hereby approved.
Section 2. That the Community and Economic Development Director is herby authorized to sign
the contract with and submit requests for reimbursements to the State Historical Society of Iowa for
Historic Resource Development Program Funds to conduct an historic preservation survey.
Section 3. That the City Manager is authorized to utilize budgeted Community Development
Block Grant Funds to provide the required local match should the application be approved by the State
Historical Society of Iowa.
Section 4. That the City of Dubuque agrees to abide by all local, state and federal requirements
applicable to the proposed project.

SIGNIFICANCE OF THE mSTORICAL RESOURCE AS IT RELA TIS TO THE PROPOSED PROJECT

Identify the historical resource in the proposed project. \Vhy is the resource important to state
regional or local history? '
This project proposes to conduct a historic context survey throughout Dubuque and a more in-depth
architectural survey in a portion of Dubuque's oldest neighborhoods. Dubuque is a community well-
known for its historic beauty and, in particular, the Victorian architecture that makes up much of the
existing five historic districts. However, there are a great many other influences in Dubuque that
have yet to be recorded in detail to the extent that we have recorded the Victorian era influence.
From an architectural standpoint, within our community exist building styles that represent the
Craftsman, Classical and Colonial Revival eras of architecture among others. The most recent
recordation of these styles is included in the 1975 publication, The Heritage of Dubuque. . . an
architectural view. However, there is no recent survey information that discusses historic context
for Dubuque through 1950 that provides us a link to the influence of architectural styles.
Dubuque has been influenced by the manufacturing and industrial movement along the banks of the
Mississippi. This resulted in the creation of residential neighborhoods adjacent to these factories.
Also significant to these neighborhoods and to the Dubuque community is the predominance of
Gem1an heritage in the target survey area. To view the targeted area, one can see the hundreds of
two-story wood fran1e homes that fill each neighborhood and provide clues to the influence of these
employers upon the growth patt,ems in our community.

2. Describe your proposed project and how it relates to the historical resource identified in question
I? Explain how the proposed project will enhance the preservation, conservation, and/or
interpretation of your historical resources.
Dubuque, as the oldest city in Iowa, is rich with history. Once the gateway to the west, the location
of the city on the banks of the Mississippi River has resulted in significant growth for the city and
State over the last 150 years. Adjacency to the river has influenced the growth o[lumber and lead
mining industries in Dubuque and is a significant historical contributor to the commercial and
residential growth patterns in our community over time. It has been nearly twenty years since a
survey was completed. This early survey focused exclusively on Victorian architecture in Dubuque.
I t is believed that there exists much in terms of historic context in Dubuque that has yet to be
recorded. It is also assumed that over the last twenty years the number of National Register eligible
properties in Dubuque has increased.
Key factors in identifying the scope of historic contexts for Dubuque will include the progression
of commercial and industrial development up to 1950 and the impact on the creation of additional
residential structures. Factors that will influence architectural themes will include stylistic
developments; works by major architects, craftsmen or developers; use of construction materials and
method of construction. This is Part One of the proposed survey and the geographic area will consist
of the city limits as identified in maps taken from the 1950's. '.
Part Two of this survey will be to inventory, evaluate and provide data entry on those properties
located in the residential neighborhood along Washington/Jackson/Elm Streets. During the
inventory phase, the consultant will work with the City of Dubuque and property owners to gather
data on the neighborhood's 1,033 structures. Included in this data will be information on property
ownership, dates of construction, architects or contractors used, physical integrity and other items
that relate to the property's significance as a National Register eligible property or district. This
infol1nation then will be used for the evaluation phase of the survey. The Washington/Jackson/Elm
Street neighborhood was selected based upon a number of factors. Specifically, this area continues
to be the area where a higher percentage of Section 106 reviews are conducted for housing
rehabilitation. It is anticipated that this trend will continue, as the City of Dubuque Housing
Services Department has identified this area as a focal point for the Lead Paint Hazard Reduction
Grant. That grant intends to eliminate conditions of lead hazard which may exist in the pre-1970
housing structures within the targeted area. Particular emphasis will be placed upon those structures
which are pre-1950, the very structures which may have significant historic value. Therefore, it is
vital that information pertaining to the historic and architectural context of this neighborhood be
documented so as to support future Section 106 reviews.

KNOWLEDGE AND UNDERSTANDING OF ACCEPTED PROFESSIONAL STANDARDS AS THEY RELATE TO THE PROPOSED
PROJECT
Identify the professional standards, or best practices you will follow and explain how you will
apply them in your project.
This project will require a professional with expertise in the field of archival survey and
documentation. The consultant to be hired must meet the professional qualifications standards as
established by the Secretary of the Interior and the SHPO for both history and architectural history,
having either a Master's Degree in American History, American Studies or a closely related field,
or a Bachelor's Degree plus either two years full-time experience in research and writing or teaching
or substantial contribution to the field. In addition, the City's historic preservation staff person, a
GIS (Geographic Information System) staff person and, if possible, an intern will be involved in the
survey in terms of project management and assisting in the collection of data, research, and/or
photography. Requests for proposals will be sent to consultants identified in the approved list
provided by the State Historical Society.
Project goals will be accomplished by following the Secretary of the Interior's Standards for
Identification. Specifically:
~ Identification of historic properties is undertaken to the degree required to make decisions
about eligibility.
~ Results of identification activities are integrated into the preservation planning process. ,
~ Identification activities include explicit procedures for recordkeeping and information
distribution.
~ Identification of historic contexts and architectural themes.
~ Evaluation of the significance of historic properties uses established criteria.
~ Evaluation of significance applies the criteria within identified historic contexts and
architectural themes.
~ Evaluation results in an inventory of significant properties that is consulted in assigning
registration and treatment priorities.
~ Evaluation results are made available to the public.

As indicated previously, this neighborhood is a target area for the Lead Hazard Reduction Grant
progran1 as it is in an area where a higher percentage of housing rehabilitation projects occur.
Because little information exists in this neighborhood in terms of architectural significance and
historic context, it weakens the City's application of the Secretary of the Interior Standards to
individual projects during the Section 106 review process. Often these projects involve significant
alteration to the interior and exterior of the structures. Without new information as to the
significance of these neighborhoods, we are at a higher risk of losing architectural features,
compatible materials, irreversible alterations and other significant elements that assist in identifying
the gro\\th of our community. Without documentation of significance to uphold the City's design
standards, we are at risk oflosing structures or altering them inappropriately.

The Dlibuque Comprellensive Pla-n is the community's guide to future development, public policies, and decision making.
The approved Comprehensive Plan include a number of long-range goals and objectives that relate to historic
preservation in general and this project in particular. They are: 1) Preserve historic and aesthetic character and
function of established neighborhoods; 2) Protect and preserve the City's historic buildings, urban pattern and
natural environment; 3) Expand the City's use of housing preservation programs whenever appropriate and possible;
4) Safeguard the cultural and historic resources of the community as critical to the quality of life and the
attractiveness of Dubuque; 5) Promote the preservation of historic buildings and architectural resources in the
community; 6) Educate the conmllmity about the benefits of historic preservation to the community's quality oflife,
economic development efforts, tourism and tax base enhancement; 7) Explore, preserve and interpret for present
and future generntions, the history of Dubuque and the Mississippi River; and 8) Increase appreciation, education,
tcchnical assistance and funding for the community's historical and architectural heritage.
This grnnt application proposes to identify historic contexts or themes within the city limits of Dubuque, identify
corresponding nrchitectural themes and styles and apply this information to the surveying of a specific residential
arca for dctennining National Register eligible properties or districts. Future surveys conducted will be based UpOl
thc infonuation obtained regarding historic contexts and architectural themes and follow a similar process involving
data collection, survey and site evaluation, use of the Iowa Site Inventory form, photography and incorporation into
the City's GIS system.

more education and/or appreciation of history?
As a river community, Dubuque is a destination point for over one million tourists annually. Every
year these tourists are surveyed, and each year they identify historic architecture and historic context
as one of the top five reasons to visit Dubuque. By researching our community to discover new
historic themes and document architecture influenced by these themes, we will continue to provide
new reasons for tourists to return to Iowa and to Dubuque.
In addition, using the new survey information we will obtain, we can work with property owners
planning to undertake a rehabilitation project and educate them on the significance of their structures
and attempt to mitigate any potential loss through a Section 106 review. Working with the Housing
Services Department and the historic preservation staff person, we can educate the property owners
on alternative methods for addressing rehab projects while meeting the needs of housing and historic
preservation.

This project will be coordinated with several City departments in addition to sharing the information
with other historic preservation entities and the general public. Specifically, the historic preservation
staff person, the consultant and the intern will work with the Planning Services Department to
coordinate incorporation of the information into the City's GIS system and ensure coordination of
the project objectives with the previously approved Dubuque Comprehensive Plan. In addition the
historic preservation staff person will work in conjunction with Housing Services staff to implement
the results of the survey in the Section 106 review process for homeowners undertaking a lead
reduction or housing rehabilitation project. Lastly, information obtained will be shared with the City
Council, the Historic Preservation Commission, the Dubuque County Historical Society and the
Center for Dubuque History to help further the preservation goals of the community.

As previously stated, this project requires a professional with experience in the field of archival survey and
documentatio'n. The TAN will be used to help identify potential consultants for the position. In addition, the TAN
may be used in an advisory capacity to the City and the hired consultant in meeting the project goals. Specifically,
identifying historic contexts and architecturals themes to be used for future survey work. In addition, the TAN may
be useful in identifying the procedure to use to incorporate the information into both the City of Dubuque's existing
GIS system and integration into the SHPOs electronic filing system.

The Fiscal Year 1999 budget allocated $15,000 of CDBG funds to be used as a

Historic Resource Development Program Grant Application
Introduction
This memorandum presents for City Council review and approval an application to the State Historic
Preservation Office (SHPO) for a Historic Resource Development grant to conduct a historic
preservation survey.
Background
The City of Dubuque, as a recipient of funding from the Department of Housing and Urban
Development is required to perform a Section 106 review for every rehabilitation or construction
project receiving federal funds. Specifically, projects that involve Community Development Block
Grant or HOME funds are required to have a Section 106 review completed before beginning the
project. The purpose of a Section 106 review is to assess the historic and architectural significance
of the property being impacted and to recommend any mitigation of the exterior historic features of
the property.
The City of Dubuque has a Memorandum of Agreement (MOA) with the SHPO to conduct Section
106 reviews locally versus sending all reviews to SHPO for review and approval. This process can
take 30 - 90 days or more depending on the demand for reviews from across the State of Iowa.
Currently, these reviews are handled by the a staff person in the Community and Economic
Development Department in less than one week.
The State is in the process of updating our MOA and we have had some discussion regarding
potential changes. The Advisory Council on Historic Preservation (ACHP) is the federal agency that
regulates MOAs between the State and local government. The ACHP has communicated to the Iowa
SHPO that our new MOA should include a component that commits the City to conducting historic
surveys on a more regular basis. It has been nearly 20 years since the last historic survey was
completed in Dubuque. The criteria for National Register Eligibility have changed since that time
and the City needs to update its information base with a new survey.
The State of Iowa has two grant programs that are potential sources of funding for a portion of the
costs of a historic survey. They are the Certified Local Government Grant Program and the Historic
Resource Development Grant Program. Both grants require matching funds. Previously an

application for a CLG grant was submitted to assist in funding the survey. However, the City will
not receive word on whether or not that application will be funded until April 1, 1999, well after the
January 15 deadline has expired for application for the use ofHRDP funds.
Discussion
Attached is an application for a HRDP grant to conduct a preliminary historic preservation survey.
The proposed survey is broken into two parts: 1) research on historic contexts and supporting
architectural themes throughout the entire community; and, 2) intensive survey of a specific
neighborhood applying these historic contexts and architectural themes. The historic themes will
include research on the impact of industrial and commercial development upon residential structures
from 1830 -1950. By conducting a community-wide assessment of historic contexts, this survey will
be used as a foundation to help shape future, required neighborhood surveys.
The neighborhood proposed for the intensive portion of the survey is bounded by 14th Street on the
south, Central Avenue on the west, 24th Street on the north and Ann Street on the east. A map of
this area is attached for your review. This survey area was selected because a higher percentage of
Section 106 reviews are received from this area as a result of receiving federal rehabilitation funds
from the Housing Services Department. It is anticipated that additional Section 106 reviews will be
requested from addresses identified in this area with the implementation of the Lead Paint Hazard
Reduction Grant.
The total cost for the survey as describe is estimated at $28,258 and includes a budget line item of
$500 for TAN (Technical Advisory Network) services. This is a required budget item by the State
that makes technical advisors available to potential grantees to assist in the implementation of their
proposed project. The sources of funding for this project include $9,505 local CDBG funds and
$18,753 HRDP grant funds. The Amended Fiscal Year 1999 Budget has allocated $15,000 of
CDBG funds to be used as a match toward funding a historic preservation survey. lfthe grant is
awarded, the project will run from July 1999 to June 2001.
Recommendation
I recommend that the City of Dubuque submit an application for a HRDP grant for the proposed
preservation survey. The attached resolution initiates the grant submission. It approves the local
match, and stipulates that the City will meet all applicable program requirements.
Action Step
The requested action is for City Council to adopt the attached resolution.
