WHEREAS, in the entire World, the United States, and of course, here in Dubuque,
IA there is the recognition that marriage is the foundation of the family
and ultimately all society; and
WHEREAS, all marriages have their times of difficulties, tension, stress and
sometimes just basic inattention; and
WHEREAS, periodically married couples need to get away and refocus their time,
energy and commitment on their most basic bond....their marriage;
and
WHEREAS, twice a year there are Marriage Encounter Weekends held here in
Dubuque where, several married couples, under the direction of a
presenting team, share some very special time devised to focus on
their very important relationship; and
WHEREAS, this unique and special time away from the daily stresses of home and
family is designed to rediscover each other, revitalize the marriage
and ultimately deepen and enrich their relationship, whether they are
married for a short time or have been married for many years.
NOW THEREFORE, I, TERRANCE M. DUGGAN, MA YOR OF THE CITY OF
DUBUQUE, IOWA DO HEREBY PROCLAIM SUNDA Y, FEBRUARY 14, 1999 AS:

IN THE CITY OF DUBUQUE, IOWA AND COMMEND THOSE COUPLES COMMITTED
TO STRENGTHENING THEIR MARRIAGE.
