Blasting Permit
The City Council recently adopted the 1997 Uniform Fire Code including the
requirement for a Blasting Permit. Fire Chief Dan Brown has put together a set of
requirements for the permit and is soliciting Mayor and City Council input.

SUBJECT: Blasting Permit
Attached is a copy of the application and requirements for a blasting permit. The
requirement for permits is addressed in the 1997 Uniform Fire Code that was adopted
by the Mayor and City Council. The individual permit requirements are set by the Fire
Chief in accordance with the Code.
We have put those requirements together for blasting in the city and' am requesting
that they be presented to the Mayor and City Council for additional comments and
input, if so desired.
Points to note on the permit requirements are:
Item 4 (requesting handbills be sent prepaid postage to the property owners
within five hundred feet of the blasting permits and a notice containing the name
of the person and company and how to contact them, dates and time when
blasting will commence, location of blasting, and their insurance company.) This
notice shall be delivered twenty-fours before commencement.
Item 5 (blasting will be conducted between 8:00 a.m. and 6:00 p.m. and the
permit will be valid for three days from date of issue.)
Permit fees were set at $100.00 per year for fixed site operations and $100 for a
three day permit with a $25.00 fee for additional blasting at the same site.

Application and Requirements
Applicants for a Blasting Permit shall complv with the following requirements before a
permit may be issued
1. Storage, handling and use of explosives shall be in accordance with Article 77
''Explosive Materials" of the 1997 Uniform Fire Code and Chapter 101A ''Explosive
Materials" of the Code of Iowa.
2. Applicant shall provide a photo copy of a current State of Iowa Commercial
Explosives License as issued by the State Fire Marshal.
3. Applicants shall provide a Certificate of Insurance which provides a policy of
commercial general liability for bodily injury and property damage for a minimum of
$ 1,000,000.00.
4. The applicant shall give notice by handbills delivered by . d or prepaid postage to
every property owner and household or business withi ve hundted (500) feet of the
blasting area and to any persons in the vicinity of the b sting . e who would be

contain the following information:
A. Name of the person or company responsible for

shall be by written permission of the chief of the Fire Department.
6. The blaster named in the application shall be on site during all blasting operations.
7. A site plan of the blast area including nearby structures and underground utilities may
be required.
8. Applications will be reviewed by the Engineering, Building, Police and Fire
departments.
Permit Fee:
Fixed site operation: $ 100.00 per yea.". ( The Fire Marshal's Office and
property owners within 500 feet shall receive notification of each blast).
Three day permit: $ 100.00
Additional three day same site permit: $ 25.00 ( Additional blasting
at a previously permitted location).
