Enterprise Zone Commission Appointments
I respectfully request that the Mayor and City Council make the following
appointments to the Enterprise Zone Commission.
Dave Baker - International Labor Organization
Emil "Mike" Stackis - NICC Board of Trustees
Rick Stein - Long Range Planning Advisory Commission
I would also like to inform you of the selection of a representative by two other
agencies:
C J Shannon - Iowa Workforce Development
Bill Baum - Iowa Department of Economic Development
These six representatives, including the City Manager who was previously
appointed, will now meet to choose three additional Commissioners. The entire
Commission will be brought back to you for approval prior to submittal to the Iowa
Department of Economic Development for their review and approval.

INTRODUCTION
This memorandum recommends appointments to the new City of Dubuque Enterprise Zone
Commission. The City Council is asked to confirm recommendations from the United Labor
Participation Committee, the Northeast Iowa Community College and the Long Range Planning
Advisory Commission for representatives to serve on the Commission.
BACKGROUND
At City Council direction, staff initiated the process of establishing a new Enterprise Zone
Commission based on revised state regulations. Letters were sent to the various agencies and entities
involved asking for a recommended appointment, or, in the case ofthe Iowa Departments of
Economic Development and Workforce Development, their selected representative. The letters
indicated that the appointment must be a resident of the city of Dubuque.
Replies to those letters have been received with recommendations/ selections of members to serve on
the Commission. The City Council, at their January 4, 1999 meeting, appointed the City Manager to
be their representative.
DISCUSSION
The following summarizes the membership positions and recommended appointments:
1. One representative of an intemationallabor organization.
The United Labor Participation Committee has recommended Dave Baker, President
of Teamsters Local No. 421.
2. One member with economic development expertise selected by the Iowa Department
of Economic Development (IDED).
The IDED has selected Bill Baum, Executive Director of ECIA.
3. One representative of the city council.
The City Council has selected the City Manager or his designee to represent the
Council.
4. One member of the local community college board of directors.
The NICC Board of Trustees has recommended Emil 'Mike' Stackis to represent the
community college. He is the only trustee who is also a resident of the city.
5. One member of the city planning and zoning commission.
The Long Range Planning Advisory Commission has recommended that their Vice
Chairperson, Rick Stein, serve on their behalf.
6. One representative of the local workforce development center selected by the Iowa
Workforce Development Department unless otherwise designated by a regional
advisory board.
CJ Shannon, Area Coordinator for the Iowa Workforce Development Center in
Dubuque, has asked that the City Council accept her appointment.
These six members are responsible for selecting the remaining three members of the Commission.
City Council concurrence on this membership slate is requested before proceeding with the first
meeting of the six members. After the nine members are determined, the City Council will approve
the full Commission membership by resolution and submit that information to IDED for their review
and approval.
ACTION STEP
The action step for the City Council is to review and confirm the recommended representatives from
an intemationallabor union (Dave Baker), the Northeast Iowa Community College (Mike Stackis)
and the Long Range Planning Advisory Commission (Rick Stein) to serve on the City's new
Enterprise Zone Commission. Those members will join the City Manager, Bill Baum and CJ
Shannon as the initial six Commission members charged with selecting three additional
commISSIoners.
