5,000 SQUARE FEET IN FLOOR AREA OF THE PC PLANNED COMMERCIAL DISTRICT FOR
PLAZA 20, 2600 DODGE STREET.
Whereas, Ordinance 52-91 was adopted on July 1, 1991 by the City Council establishing
the PC Planned Commercial District for Plaza 20, 2600 Dodge Street; and
Whereas, the owner, Plaza 20 Inc., has requested an amendment to the PUD Ordinance
regulating wall-mounted signage for stores/businesses over 5,000 square feet in floor area allowed
in the PC Planned Commercial District for Plaza 20.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE,
IOWA:

Section 1. That Appendix A (the Zoning Ordinance) is hereby amended by repealing
Section 2, Exhibit 1 XII.C. of Ordinance 52-91 and enacting a new Section 2, Exhibit 1 XII.C. in
lieu thereof pertaining to wall-mounted signge for stores/businesses over 5,000 square feet in
floor area, as follows and as shown of the attached Exhibit 1.
XII. Signs Allowed
C. Wall-mounted. Total allowable sign area shall not exceed 10% of area of wall
parallel and/or closest to frontage on internal drives not to exceed a maximum of
650 square feet.
Section 2. The foregoing amendment has heretofore been reviewed by the Zoning
Advisory Commission of the City of Dubuque, Iowa.
Section 3. This ordinance shall take effect immediately upon publication, as provided by
law.

Plaza 20 Shopping Center Text Amendment
INTRODUCTION
Larry Weitz Sign Systems, Inc. has submitted an application requesting an
amendment to the PC Planned Commercial District PUD Planned Unit Development
on behalf of Kahle Inc. The Plaza 20 PUD was last amended on July 1, 1991.
That amendment provided an expansion of the district and provided for district sign
regulations.
DISCUSSION
The request is to modify the text of the sign regulations to allow total sign area not
to exceed 10% of the area of the wall parallel and/or closest to the frontage on
internal drives, not to exceed a maximum of 650 square feet for stores/businesses
over 5,000 square feet of floor area, where 400 square feet is the current
maximum area allowed.
K-Mart, the anchor business of Plaza 20 Shopping Center, is proposing
modifications to their existing signage. The changes include removing the wording
"K-Mart" from the wall signs for the pharmacy and garden shop, changing the
panels of the freestanding sign from "K-Mart" to "Big K-Mart," and also modifying
the wall identification sign from ilK-Mart" to "Big K-Mart."
The change in area comes with the proposed main identification sign, which will be
approximately 37 feet long and 1 0 feet high. The change in maximum area allowed
should only pertain to K-Mart, as the balance of the businesses in the shopping
center, in their current configuration, would be allowed less than 400 square feet
based on the 10% of the area of the wall parallel or closest to the frontage on
internal drives.

Attached are the sign regulations of the PC ordinance. The applicant has submitted
a copy of the proposed signage for the K-Mart store.
ACTION STEP
Staff recommend that the Commission review Section 3-5.5(F) of the Zoning
Ordinance which establishes the approval standards for a Planned Unit
Development. The action step is for the Zoning Advisory Commission to make a
recommendation to the City Council regarding the proposed amendment.

request. The application, staff report and related materials are attached for your
review.
Discussion
The applicant, Dan Lange, spoke in favor of the request to amend the PC Planned
Commercial District for the Plaza 20 Shopping Center to allow total wall-mounted sign
area not to exceed 10% of wall area parallel and/or closest to frontage on internal
drives, not to exceed a maximum of 650 square feet for stores/businesses over 5,000
square feet in floor area, where 400 square feet is the current maximum area allowed.
He reviewed the requested sign changes indicating that the new signage for K-Mart
would read "Big K-Mart." He said that the PC Planned Commercial District for Plaza
20 does not provide enough wall-mounted sign area to accommodate the new signage.
He said the maximum area allowed is 10% of the front wall or 400 square feet,
whichever is less. He noted that only the K-Mart store would be impacted by the
change, as no other store is large enough to benefit by the proposed 650 square feet.
No one spoke in opposition to the request.
Staff reviewed the existing signage for K-Mart noting that the proposed amount of
sign age would still be less than 10% of the building facade.
The Zoning Advisory Commission reviewed the proposed language noting that it would
have little impact on adjacent property and would functionally limit any changes to just
K-Mart.

NOTICE is hereby given that the Dubuque City Council will conduct a public hearing on
Monday, February 1, 1999 at a meeting to commence at 7:00 P.M. in the Public Library
Auditorium for the purpose to consider an Ordinance amending the Zoning Ordinance
by repealing Section 2, Exhibit 1 XII. C of Ordinance No. 52-91 and enacting a new
Section 2, Exhibit 1 XII.C in lieu thereof pertaining to wall-mounted signage of the PC
Planned Commercial District for Plaza 20, 2600 Dodge Street as requested by Larry
Weitz Signs Systems/Kahle, Inc. (Copy of proposed Ordinance is on file in the City
Clerk's Office and may be viewed during normal working hours.)
Written comments regarding above amendment may be submitted to the City Clerk on
or before time of public hearing.

an opportunity to be heard for or against said amendment.

The City Council has set your request to amend the sign regulations for the Plaza
20 PC Planned Commercial District for public hearing on Monday, February 1,
1999. Please attend this meeting, or send a representative to the meeting in your
place to present your request and answer questions. City Council meetings begin
at 7:00 p.m. in the Auditorium on the third floor of the Carnegie-Stout Public
Library, 360 W. 11th Street.
The amendment of the Plaza 20 PC District is considered a conditional rezoning.
Iowa Code requires that the property owner agree to a conditional rezoning in
writing prior to the City Council's public hearing. If you agree to the conditions
placed on your rezoning as described in the enclosed ordinance, please sign and
date the enclosed acceptance form. Please return the enclosed ordinance and
acceptance form to City Clerk Mary Davis, City Hall, 50 W. 13th Street, by 5:00
p.m. on Monday, February 1, 1999.

ORDINANCE NO. -99
AN ORDINANCE AMENDING APPENDIX A (THE ZONING ORDINANCE) OF THE CITY OF
DUBUQUE CODE OF ORDINANCE, BY REPEALING SECTION 2, EXHIBIT 1 XII.C. OF
ORDINANCE 52-91 AND ENACTING A NEW SECTION 2, EXHIBIT 1 XII.C. IN LIEU
THEREOF PERTAINING TO WALL-MOUNTED SIGNAGE OF THE PC PLANNED
COMMERCIAL DISTRICT FOR PLAZA 20, 2600 DODGE STREET.
Whereas, Ordinance 52-91 was adopted on July 1, 1991 by the City Council establishing
the PC Planned Commercial District for Plaza 20, 2600 Dodge Street; and
Whereas, the owner, Kahle Inc., has requested an amendment to the PUD Ordinance
regulating wall-mounted signage allowed in the PC Planned Commercial District for Plaza 20.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE,
IOWA:
Section 1. That Appendix A (the Zoning Ordinance) is hereby amended by repealing
Section 2, Exhibit 1 XII.C. of Ordinance 52-91 and enacting a new Section 2, Exhibit 1 XII.C. in
lieu thereof, as follows and as shown of the attached Exhibit 1.

Signs Allowed
C. Wall-mounted. Total allowable sign area shall not exceed 10% of area of wall
parallel and/or closest to frontage on internal drives not to exceed a maximum of
650 square feet.
Section 2. The foregoing amendment has heretofore been reviewed by the Zoning
Advisory Commission of the City of Dubuque, Iowa.
Section 3. This ordinance shall take effect immediately upon publication, as provided by
law.
