RESOLUTION NO. ~99
APPROVING THE AGREEMENT BETWEEN THE CITY OF
DUBUQUE, IOWA AND THE GENERAL DRIVERS AND HELPERS
UNION, LOCAL #421, AND AUTHORIZING THE MAYOR TO
SIGN THE AGREEMENT
Whereas, the Sixty-Fifth General Assembly adopted the Public Employment
Relations Act, Chapter 20, Code of Iowa; and
Whereas, the City of Dubuque is a public employer within the meaning of
Section 3 (1) of the Public Employment Relations Act; and
Whereas, the General Drivers and Helpers Union, Local #421, is an
employee organization within the meaning of Section 3 (4) of the Public
Employment Relations Act; and
Whereas, the General Drivers and Helpers Union, Local #421, submitted a
request to bargain collectively on behalf of the employees within its
representation; and
Whereas, bargaining between the parties has occurred and an agreement
has been reached.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the terms of the Agreement be approved and the Mayor
authorized and directed to sign the collective bargaining agreement.

SUBJECT: Collective Bargaining Agreement Between the City of Dubuque and
the General Drivers and Helpers Union, Local #421

Human Services Manager Randy Peck is recommending approval of the Collective
Bargaining Agreement between the City of Dubuque and the General Drivers and
Helpers Union, Local #421 for Fiscal Year 2000 and Fiscal Year 2001.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Agreement between the City of Dubuque and the General Drivers'
and Helpers' Union Local No. 421
On February 4, 1999, we reached an agreement with the General Drivers' and
Helpers' Union Local No. 421. The agreement is for a two-year period and the
terms are summarized as follows:
. Effective July 1.1999
2.75% across the board wage increase for all classifications except
Airport Line Serviceworker. The regular rate of pay for Airport Line
Serviceworker will be increased by $.50 per hour.
Employees in the classification of Traffic Signal Technician II will receive
the benefits contained in the collective bargaining agreement.
Article XXVII - Callback - Paragraph 2
Employees on call will receive, at their option, either two hours
compensatory time or two hours at the regular rate of pay for each
weekend or holiday they are on call.
Effective July 1. 2000
2.6% across the board wage increase for all classifications except Airport
Line Serviceworker. The regular rate of pay for Airport Line
Serviceworker will be increased by $.45 per hour.

The tool allowance for mechanics will be increased from $70 per year to
$125 per year.

Temporary employees will receive $.15 per hour in addition to their
regular rate of pay as set forth in Addendum B of the collective bargaining
agreement after completing 3,500 continuous hours of work in a
temporary position covered by the collective bargaining agreement.
The agreement is consistent with the City Council Wage Guideline and can be
financed within the recommended FY 2000 budget. In order to implement the
recommendation, I request that the attached resolution be adopted.
