Van Milligen, City Manager Dubuque bierd All-America City 1 2007 SUBJECT: Green Alley Permeable Pavers Project (17th - 18th, between Jackson and Washington Streets) (FY11 CIPs 3002044, 7101335, 7201066, 7201081, 7201088, 7401405) DATE: December 28, 2011 The Green Alley Permeable Pavers Project (17th — 18th, between Jackson & Washington Streets) will involve the reconstruction of the alley between Jackson and Washington Streets, from 17th Street to 18th Street. This alley is adjacent to the Washington row houses that the Housing Department is renovating. The project will include: Reconstruction of the pavement surface with interlocking concrete pavers. Watermain reconstruction. Replacement of four (4) lead water services with copper. Replacement of the brick sanitary manholes in the alley and on 17th and 18th Streets with new concrete manholes. This project is one of the alleys identified in the Annual Green Alley Program Capital Improvement Plan and it will be the first green alley that will involve water service and alley pavement assessments. The previous Green Alley Permeable Paver Projects were partially funded with Community Development Block Grant funds (CDBG) from the American Recovery & Reinvestment Act; these monies are no longer available. This project was originally bid in August, 2011. At that time many of the contractors who do this work were very busy. The bids that were received were much higher than anticipated. Engineering believes that re- bidding this project over the winter of 2011- 2012 and allowing more time to construct the project will help reduce the prices bid on this project. Staff altered some of the bid items to help reduce costs. This is a result of some value engineering done on the project as a result of the last bidding cycle. City Engineer Gus Psihoyos recommends that the City Council approve the plans, specifications, form of contract and the estimated cost of $185,242.17 and to adopt the Resolution of Necessity and the Preliminary Schedule of Assessments for the Green Alley Permeable Pavers Project (17th — 18th, between Jackson & Washington Streets). DISCUSSION The Green Alley Permeable Pavers Project (17th — 18th, between Jackson & Washington Streets) will involve the reconstruction of the alley between Jackson and Washington Streets, from 17th Street to 18th Street. DISCUSSION The Green Alley Permeable Pavers Project (17th — 18th, between Jackson & Washington Streets) will involve the reconstruction of the alley between Jackson and Washington Streets, from 17th Street to 18th Street. This alley is adjacent to the Washington row houses that the Housing Department is renovating. The project will include: — Reconstruction of the pavement surface with interlocking concrete pavers. — Watermain reconstruction. — Replacement of four (4) lead water services with copper. — Replacement of the brick sanitary manholes in the alley and on 17th and 18th Streets with new concrete manholes. This project is one of the alleys identified in the Annual Green Alley Program Capital Improvement Plan and it will be the first green alley that will involve water service and alley pavement assessments. The previous Green Alley Permeable Paver Projects were partially funded with Community Development Block Grant funds (CDBG) from the American Recovery & Reinvestment Act; these monies are no longer available. This project was originally bid in August of 2011. At that time many of the contractors who do this work were very busy. The bids that were received were much higher than anticipated. Engineering believes that re- bidding this project over the winter of 2011 -2012 and allowing more time to construct the project will help reduce the prices bid on this project. Staff altered some of the bid items to help reduce costs. This is a result of some value engineering done on the project as a result of the last bidding cycle. PUBLIC INVOLVEMENT Engineering staff held a public information session for the property owners at the Comiskey Park shelter on July 6, 2011 to discuss the project. The meeting was not well attended. Those who did attend are in support of the project. Engineering will be making special accommodations for the business at 260 East 18th Street so deliveries can occur at all times in the alley.
