AFFIDAVIT OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying the
meeting was being held in compliance with the Iowa Open Meetings Law.
CALL TO ORDER: The meeting was called to order by Chairperson Stuart at 5:03 p.m.
NOTE: Commissioner Gibbs entered the meeting at 5:04 p.m.
MINUTES: Commissioner Olson requested the minutes be amended regarding City
support for Four Mounds should read "for reconstruction of the lane." Motion by Olson,
seconded by Loney Bichell, to approve the minutes of the March 17, 2005 meeting as
amended. Motion carried by the following vote: Aye - Olson, Mozena, Loney Bichell,
Wand, Gibbs and Stuart; Nay - None.
DESIGN REVIEW: Application of Chuck Dupree for a Certificate of Appropriateness for
property located at 257 Hill Street to add an attached garage/addition to the existing
structure and located in the Langworthy Historic Preservation District.
The applicant was not in attendance.
The Historic Preservation Commission discussed the submitted drawings. The
Commission noted that the drawing needs to have dimensions noting the height and
width of the structure. Commissioner Wand noted that the addition has been drawn in
proportion with the size of the structure. Commissioner Olson noted that the application
needed to provide more details noting dimensions and what type of materials would be
used.
The Commission discussed the design, noting that the garage/addition should be
reduced in width or should have a greater recess from the front fac;ade of the structure.
Commissioner Gibbs noted that anything more than a one-car garage would overwhelm
the structure. He discussed the possibility of adding a porte-cochere with a carriage
house located at the rear of the property.

Motion by Wand, seconded by Mozena, to table the application until the applicant can
provide more details on the dimensions and building materials.
The Commission noted that staff is not to accept any applications if they do not show
the dimensions of the structures or note what the materials are composed of. Motion
carried by the following vote: Aye - Olson, Mozena, Loney Bichell, Wand, Gibbs and
Stuart; Nay - None.
ACTION ITEM: Presentation of draft report on the Phase V Architectural/Historic
Survey/Evaluation.
Jim Jacobsen of History Pays! presented the report on the Phase V survey area to the
Commission. He noted that with the three survey areas, that he is able to provide dates
within a year or two of the original structure, the homeowner, a historic photograph and
the overall development of the neighborhood. He noted that he has been gathering
information from the City Assessor's records, newspapers, Sanborn Fire Maps,
abstracts, Water and Building records, historic photographs and City Directories, etc.
He reviewed the Broadway area neighborhood noting that he could not find a cohesive
historic district. He referred to a map that was presented to the Commission, noting
that several properties have been identified to be National Register eligible. He went on
to explain that quite a few of the buildings in the neighborhood are infill.
Mr. Jacobsen reviewed the North Main area neighborhood, noting that he has identified
a potential historic district. He indicated that there is a large concentration of Italianate
style structures in this neighborhood.
Mr. Jacobsen went on to review the Fenelon Place area neighborhood. He noted that
there is a large potential historic preservation district located throughout this
neighborhood. He noted that the boundaries could be reduced into a smaller area.
He went on to note that all the properties located in the survey areas will have an Iowa
Site Inventory Form associated with them.
Motion by Wand, seconded by Loney Bichell, to receive the draft report and file. Motion
carried by the following vote: Aye - Olson, Mozena, Loney Bichell, Wand, Gibbs and
Stuart; Nay - None.
DESIGN REVIEW: Application of Historic Bluffs Neighborhood Association/Andrew
Brachman for a Historic District Public Improvement Program Application for property
located at the former W. 11th Street Elevator site to do landscaping, installation of
bench, fencing, pavers and historical plaque and located in the W. 11th Street Historic
Preservation District.
Andrew Brachman reported that he did not need to receive additional funding.

Motion by Wand, seconded by Olson to withdraw the application at the applicant's
request. Motion carried by the following vote: Aye - .Olson, Mozena, Loney Bichell,
Wand, Gibbs and Stuart; Nay - None.
DESIGN REVIEW: Application of Historic Preservation Commission/Dave Stuart for a
Historic District Public Improvement Program (HDPIP) Application to upgrade stoplights
at four intersections located at Loras Boulevard, Bluff Street, Locust Street, Main Street
and Iowa Street in the Jackson Park Historic District.
Chairperson Stuart stepped down from the table to present his application, and turned
the meeting over to Vice Chairperson Chris Olson. He noted that at the last meeting,
the Commission tabled the Downtown Neighborhood Council's project for the same four
intersections to be upgraded with historic light and stop poles. He noted the Downtown
Neighborhood Council's local match is difficult for a project like this, because there is no
City assessment and the Downtown Neighborhood Council is not a 501 (C)(3) non-
profit. He urged the HDPIP fund at least the stop lights now, as an HPC Pilot Project
versus no stop lights at all. He noted that the stop lights are scheduled to be replaced
this year.
The Commission discussed whether this type of project is what HDPIP funds should be
used for and what constitutes an HPC Pilot Project. The consensus was that a pilot
project should be one that is beyond the capability of a neighborhood and benefits the
community as a whole. The Commissioners discussed the option of having standard
poles painted black with decorative bases and finials added instead of historic style
poles to reduce costs and do poles at more intersections.
Motion by Wand, seconded by Loney Bichell, that the Historic Preservation
Commission proposes to upgrade the stop lights at four intersections in the Jackson
Park Historic Preservation District at the intersections of Bluff Street, Locust Street,
Main Street, and Iowa Street along Loras Boulevard with historically-sensitive lighting
and poles with Historic Preservation Commission to review the final design. Motion
carried by the following vote: Aye - Olson, Mozena, Loney Bichell, and Gibbs; Nay-
Wand; Abstain - Stuart.
DESIGN REVIEW: Application of Downtown Neighborhood Council/Dave Stuart for a
Historic District Public Improvement Program Application (tabled) Historic Traffic Lights
at intersections located along Loras Boulevard at Bluff Street, Locust Street, Main
Street and Iowa Street Historic Traffic Lights in the Jackson Park Historic Preservation
District.
Dave Stuart represented the Downtown Neighborhood Council and requested that his
application be withdrawn.
Motion by Wand, seconded by Olson, to accept the applicant's request to withdraw the

application. Motion carried by the following vote: Aye - Olson, Mozena, Loney Bichell,
Wand, Stuart, and Gibbs; Nay - None.
ITEMS FROM PUBLIC:
Andrew Brachman handed out examgles of what is being proposed on the historical plaque
that will be located on the West 11 h Street elevator's resting area. He noted that the
pictures would be etched into granite stone by Brannon Monument. Commissioner Olson
noted that she had concerns with the images and the transferability of that image onto the
granite. She offered to work with Andrew Brachman and Mike Gibson on the black and
white image of the 11 th Street Elevator. Commissioners revised and approved text for the
monument.
ITEMS FROM COMMISSION:
Applications: The Commission noted that applications must be complete, including
dimension drawings, plan views, elevations, materials, etc. in order to be accepted for the
Historic Preservation Commission to review.
City of Rockville. Maryland video on Historic DesiQnation Process: After viewing the video,
Commissioners asked staff to investigate the historic designation process used in
Rockville, Maryland and the resources to develop a similar video.
NOTE: Commissioner Wand left the meeting at 7:20 p.m.
Downtown School; Chairperson Stuart reported on the School Board's discussion of the
downtown school. He noted the City offered use of municipal surface parking.
Motion byMozena, seconded by Olson, to send a letter to the City Council to request that
the School Board refrain from demolition of buildings and to use available surface parking
in the area ofthe downtown school site. Motion carried by the following vote: Aye - Olson,
Mozena, Loney Bichell, Stuart, and Gibbs; Nay - None.
Commissioners, by consensus, asked staff to contact the Building Service Department and
Housing and Community Development Department regarding regulations pertaining to
boarded windows on primarily facades in any area of the city.
Motion by Mozena, seconded by Bichell, to refer the Vi's Nutrition and Betty Jane's and
Sugar Ray's buildings to the Building Service's Department to inspect for demolition by
neglect and enforce and report back to the Historic Preservation Commission. Motion
carried by the following vote: Aye - Olson, Mozena, Loney Bichell, Wand, Stuart, and
Gibbs; Nay - None.

Motion by Olson, seconded by Mozena, to referred 637 Arlington and 1349 Prairie Street to
the Building Services Department for inspection for demolition by neglect, and enforce and
to report back to the Commission. Motion carried by the following vote: Aye - Olson,
Mozena, Loney Bichell, Wand, Stuart, and Gibbs; Nay - None.
Motion by Loney Bichell, seconded by Olson, to refer to the Building Services Department
for 643 Chestnut Street for failure to complete Certificate of Appropriateness as approved
for overhang and the need to report back on what was previously referred. Motion carried
by the following vote: Aye - Olson, Mozena, Loney Bichell, Stuart, and Gibbs; Nay - None.
Commissioner Olson reported that John Gronen plans to restore the rear facades of the
1000 block of Main Street rather than put up additions, and he will review these plan
changes with the Historic Preservation Commission.
