RESOLUTION APPROVING THE FINAL PLAT OF LOTS 1 AND 2 LANDFILL
WEST SUBDIVISION IN DUBUQUE COUNTY, IOWA
Whereas, there has been filed with the City Clerk a Final Plat of Lots 1 and 2
Landfill West Subdivision in Dubuque County, Iowa; and
Whereas, said Final Plat has been examined by the Zoning Advisory
Commission and its approval endorsed there; and
Whereas, said Final Plat has been examined by the City Council and they find
that it conforms to the statutes and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 3. That the City Council hereby waives Article IV, Design .and
Improvement Standards of the Subdivision Regulations, except Section 42-19, Blocks
and Lots.
Section 2. That Section 42-19(b) of the Subdivision Regulations is waived to
allow Lot 1 to have 0 feet of frontage, where 50 feet of lot frontage is required.
Section 3. That the Final Plat of Lots 1 and 2 Landfill West Subdivision is
hereby approved and the Mayor and City Clerk are hereby authorized and directed to
endorse the approval of the City of Dubuque, Iowa upon said plat of survey.

Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above-cited request. The
application, staff report and related materials are attached for your review.
Discussion
The applicant spoke in favor of the request, reviewing the location of subject property relative to
the Landfill's current boundaries.
Staff reviewed surrounding land use and noted that Lot 1 did not have frontage on a street
There were no public comments.
The Zoning Advisory Commission discussed the request, noting that approval of the plat and
waiving the lot frontage will not adversely impact adjacent property.
Recommendation
By a vote of 6 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request, subject to waiving Section 42-19(b) Blocks & Lots waiving lot frontage for
Lot 1.
A simple majority vote is needed for the City Council to approve the request.

SUBJECT: Final Plat of Lots 1 and 2 Landfill West Subdivision
INTRODUCTION
The submitted final plat of Lots 1 and 2 of Landfill West Subdivision creates two parcels
of land and facilitates the sale of the property to the Dubuque Metropolitan Area Solid
Waste Agency. The submitted final plat creates two lots with Lot 1 not having frontage
on a public or private street.
DISCUSSION
The submitted final plat creates two parcels and is located on the west side of the
existing landfill. The submitted final plat facilitates the sale of the property to the Landfill
Agency. The Landfill Agency will submit an application for annexation and rezoning in
later this year for this property. The submitted final plat is in substantial compliance with
City subdivision regulations except that Lot 1 has no frontage on a public or private
street.
RECOMMENDATION
Planning Staff recommends that the final plat of Lots 1 and 2 Landfill West Subdivision
be approved as it is in substantial compliance with the City of Dubuque Subdivision
Regulations subject to waiving lot frontage requirements for Lot 1.
