Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above-cited
request. The application, staff report and related materials are attached for your review.
Discussion
The applicant spoke in favor of the request, reviewing lot layout and noting subsequent
plats will follow for development of a new subdivision.
Staff reviewed the submitted plat, reviewing surrounding land use and flood plain areas.
There were no public comments.
The Zoning Advisory Commission discussed the request, noting that the plat facilitates
development.
Recommendation
By a vote of 6 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request, subject to waiving Section 42-19(b), Blocks and Lots waiving lot
frontage for Lot 2.
A simple majority vote is needed for the City Council to approve the request.

SUBJECT: Final Plat Henschel-McNamer Place Plat NO.2
DISCUSSION
The submitted final plat of Henschel-McNamer Place Plat NO.2 consolidates and splits
several lots into two lots. Lot 1 has approximately 12.33 acres and Lot 2 has 73.96
acres. The lots lie in the Catfish Creek valley and are partially located in the flood plain.
Also, a southern portion of both Lots 1 and 2 are outside the corporate limits in
Dubuque County.
Although the reconfiguration has only created two new lots, Zoning Advisory
Commission review is required because Lot 2 does not have frontage on a platted
public or private street. Lot 2 can be accessed across an existing 30/50-foot access
easement from Miller Road's western termination across Lot 1 and a separate lot.
This lot reconfiguration is being undertaken as the first step to re-development of a large
tract of land between North Cascade, Miller and Manson Roads. The bulk of the
subdivision will lie outside of the flood plain on the bluff south of Catfish Creek.
RECOMMENDATION
Staff recommends that the Zoning Advisory Commission approve the final plat of
Henschel-McNamer Place Plat NO.2 waiving Section 42-19 (b), Blocks and Lots for lot
frontage on Lot No.2.

RESOLUTION NO. 216 -05
RESOLUTION APPROVING THE FINAL PLAT HENSCHEL-MCNAMER PLACE
PLAT NO.2, IN DUBUQUE COUNTY, IOWA
Whereas, there has been filed with the City Clerk a Final Plat Henschel-
McNamer Place No.2 in Dubuque County, Iowa; and
Whereas, said Final Plat has been examined by th~ Zoning Advisory
Commission and its approval endorsed there; and
Whereas, said Final Plat has been examined by the City Council and they find
that it conforms to the statutes and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the City Council hereby waives Article IV, Design and
Improvement Standards of the Subdivision Regulations, except Section 42-19, Blocks
and Lots.
Section 2. That Section 42-19(b) of the Subdivision Regulations is waived to
allow Lot 2 to have 0 feet of frontage, where 50 feet of lot frontage is required.
Section 3. That the Final Plat Henschel-McNamer Plat NO.2 is hereby
approved and the Mayor and City Clerk are hereby authorized and directed to endorse
the approval of the City of Dubuque, Iowa upon said plat of survey.
