Clarke Dr Pedestrian Safety D~~~E ~~~ MEMORANDUM May 12, 2005 TO: The Honorable Mayor and City Council Members FROM: Michael C. Van Milligen, City Manager SUBJECT: Clarke Drive Clarke College has indicated a need for pedestrian safety on Clarke Drive between the Atrium and the Kehl Center. They have been working on several concepts that would allow for drop-off areas and traffic-calming devices such as a raised median, colored concrete and historic lighting that matches Main Street. The college feels these devices will slow down traffic and provide a safer pedestrian crossing in the area. City Engineer Gus Psihoyos is recommending City Council support for this concept, conditioned on the final design being approved by the City Engineer, including but not limited to, drainage, snow removal and safety. Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer _~ SUBJECT: Clarke Drive BACKGROUND Clarke College has indicated a need for pedestrian safety on Clarke Drive between the Atrium and the Kehl Center. They have been working on several concepts which would allow for drop-off areas and traffic-calming devices such as a raised median, colored concrete, and historic lighting that matches Main Street. The college feels these devices will slow down traffic and provide a safer pedestrian crossing in the area. DISCUSSION City Engineering has worked with the college on several proposals and doesn't have a major problem with the conceptual design as long as drainage and snow removal issues are addressed. However, more detailed drawings and information will need to be submitted to evaluate the proposed design. The college is hesitate to spend additional fees on design without approval from the City. ACTION TO BE TAKEN Based on the conceptual design attached hereto, Engineering seeks your concurrence with the proposed concept for traffic-calming on Clarke Drive near the Kehl Center and the Atrium. If approved, Engineering will work with Clarke College and its contractor to develop a more detailed plan for the proposed construction. cc: John Klostermann, Public Works Ronald Turner, PLS Bill Schlickman, Traffic Engineering
