Building Services Manager Rich Russell recommends award of the contract to the low
bidder, Tricon Construction, in the amount of $83,075, which is 29.2% under the
estimate.

INTRODUCTION
The enclosed resolution provides for the award of the construction contract for
the City Hall_3rd Floor Structural Repairs Project.
BACKGROUND
IIW Engineers & Surveyors completed the design and construction documents
for the City Hall_3rd Floor Structural Repairs Project. Klauer Construction
assisted in selective demolition, determining preferred construction methods and
preliminary cost estimating.
CONSTRUCTION BASE BID
This project provides for the abatement and removal of asbestos flooring
materials, furnish and install a structural grid of supporting steel and wood
members which will attach to the current third floor framing system and provide
support and the reinstallation of sub floor sheathing and finish flooring.
Alternate 1 includes the "wrapping" of the beams and columns with drywall and
then painting them. Alternate 2 includes providing vinyl composite flooring (VCT)
before any partitions are constructed and Alternate 3 includes providing VCT
after partitions are installed.
BID RESULTS
Sealed bids were received for the City Hall_3rd Floor Structural Repairs on
May 5, 2005. Tricon Construction of Dubuque, Iowa submitted the low base bid in
the amount of $73,000. Tricon Construction's bid was low enough to allow for the

DISCUSSION
Upon reviewing the bid proposals received, staff is recommending the base bid
and Alternate 3 from Tricon Construction be approved at this time. The total bid
would be $83,075. I have attached a copy of IIWs recommendation as well.
RECOMMENDATION
I recommend that the construction contract for City Hall_3rd Floor Structural
Repairs be awarded to Tricon Construction in the amount of $83,075. The bid is
29.2% under the revised estimate which does not include the unselected
Alternate 1.

Dear Mr. Russell:
In accordance with owner instructions, bids for the City Hall 3rd Floor Structural Repairs
were opened and read at 2:00 p.m. on May 5, 2005. Three (3) bids were received for this
project. A tabulation of the bids and the original bids and bonds are enclosed.
It is our understanding that Alternate No.3 has been selected by the City. After reviewing
the bids, it was determined the low bid (base bid including Alternate No.3) was submitted
by Tricon General Construction of Dubuque, Iowa, in the amount of$83,075.
During a May 9, 2005 telephone conversation and May 10 correspondence with Tricon
General Construction, the construction schedule, construction sequencing, and personnel
was discussed. Based on our discussions, we recommend award of City Hall 3rd Floor
Structural Repairs to Tricon General Construction in the amount of$83,075.
The cost estimate prepared for the City for the City Hall 3rd Floor Structural Repairs was
$127,000. The low bid of $83,075, including Alternate No.3, is $43,925 or 34.6% below
the cost estimate.

RESOLUTION ADOPTING PLANS AND SPECIFICATIONS
Whereas, on April 4, 2005, plans, specifications, form of contract and estimated
cost were filed with the City Clerk of Dubuque, Iowa for the City Hall-3rd Floor
Structural Repairs.
Whereas, notice of hearing on plans, specifications, form of contract, and
estimated cost was published as required by law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the said plans, specifications, form of contract and estimated cost are
hereby approved as the plans, specifications, form of contract and estimated cost
for said improvements for said project.

AWARDING CONTRACT
Whereas, sealed proposals have been submitted by contractors for
the City Hall 3rd Floor Structural Repairs Project pursuant to Resolution No.
147-05 and notice to bidders published in a newspaper published in the City of
Dubuque, Iowa on the 8th day of April, 2005.
Whereas, said sealed proposals were opened and read on the 5th day of
May, 2005, and it has been determined that the bid of Tricon Construction of
Dubuque, Iowa in the amount of $83,075 was the lowest bid for the furnishing of
all materials and performing the work as provided for in the plans and
specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the contract for the above improvement be awarded to Tricon
Construction of Dubuque, Iowa and the Manager be and is hereby directed to
execute a contract on behalf of the City of Dubuque for the complete
performance of the work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's
bond, the City Treasurer is authorized and instructed to return the bid deposits of
the unsuccessful bidders.

INTRODUCTION
The enclosed resolutions authorize the public bidding procedures for the City
Hall_3rd Floor Structural Repairs.
BACKGROUND
The funding for the analysis of the 3rd Floor Structural system is in the CIP for
City Hall Remodeling. The firm of IIW Engineers and Surveyors was selected to
conduct this study after responding to an informal Request for Proposals. One
other firm also responded. The completed analysis indicated that there are three
areas of the thir9 floor that would not meet the current loading requirements of
the building code. These are located at the center of the engineering office
cubicle area, the center of the storage area at the east end of the building and at
the top of the circular stairs.
IIW then developed conceptual repair options for each that were reviewed by
Klauer Construction for constructability and estimated costs. A meeting was held
with Brad Mootz and Mike Jansen of IIW, Randy Klauer of Klauer Construction,
Civil Engineer II Bob Schiesl and me. As a result of this meeting, final design
options were selected for each area.
The design in the Engineering office area includes a grid of supporting steel
members being added at a height of ten feet above the current third floor level.
This grid will attach to the current floor system and provide support, similar to a
suspension bridge. Due to the extensive work needed and the time frame of the
project in the engineering office area, the Engineering staff members will be
relocated to an office space outside of City Hall. The specific site has not been
selected at this time.
The design in the storage area is similar, but the grid is constructed at a level just
above the current floor. The result will be a platform in the center of this space
that can be used for storage. The files stored in the east end of third floor will be
temporarily relocated to the former Adams Company building. Informal bids for
this moving service are currently being solicited.

I recommend that the City Council establish the date for the public hearing, and
authorize the City Clerk to advertise for proposals for the City Hall_3rd Floor
Structural Repairs.

That the City Hall_3rd Floor Structural Repairs is hereby ordered to be
advertised for bids for construction.
BE IT FURTHER RESOLVED, that the amount of the security to
accompany each bid shall be in an amount which shall conform to the provisions
of the notice to bidders hereby approved as a part of the plans and specifications
heretofore adopted.
That the City Clerk is hereby directed to advertise for bids for the
construction of the improvements herein provided, to be published in a
newspaper having general circulation in the City of Dubuque, Iowa, which notice
shall not be less than four days nor more than forty-five days prior to the receipt
of said bids at 2:00 p.m. on the 5th day of May, 2005. Bids shall be opened and
read by the City Clerk at said time and will be submitted to the Council for final
action at 6:30 p.m. on the 16th day of May, 2005.

cost for the City Hall_3rd Floor Structural Repairs in the estimated amount of
$127,000, are hereby approved and ordered filed in the office of the City Clerk for
public inspection.
