'. .J The Honorable Mayor and City Council City of Dubuque 50 W. 13th Street Dubuque, IA 52001 Re: Recommendation on FY 2006 $200,000 funding for Arts and Cultufal --' Affairs for Operating Support ; , , Dear Mayor and City Council Members: Introduction The Arts and Cultural Affairs Advisory Commission is making its recommendation to the City Council on $200,000 in FY 2006 funding for Arts and Cultural Affairs. Background In August 2002 the City Council identified Arts Policy and Funding as a priority during the annual goal setting. The Council directive was to establish a task force to evaluate Arts and Cultural activity in the community and develop a policy to promote and encourage Arts and Culture in the community. In March 2003 an Arts and Culture task force was established and consisted of City staff and representatives from the Dubuque Museum of Art, Dubuque County Historical SocietY"Dubuque Symphony Orchestra, Dubuque Area Convention and Visitors Bureau, Grand Opera House, Dubuque Main Street, Ltd., and the Dubuque Cultural Alliance. The task force gathered information on arts and cultural activities in the City and discussed ways in which the City Council can support and encourage continuation of these activities. The task force developed an inventory of arts and cultural organizations in the community, the number of patrons served, staffing levels, and budget and outreach efforts. The task force also discussed creation of a special projects grant program, the recommendations from the recently adopted Downtown Master Plan to form a cultural commission, the State of Iowa Initiative to create Cultural Entertainment Districts, and the need for operating support to sustain our existing arts and cultural organizations. In August 2004 the Task Force submitted four recommendations to the City Council. Three of these recommendations - establishment of an Arts and Cultural Affairs Commission, endorsement of an application to the State of Iowa for the Downtown Cultural Corridor to become a Cultural and Entertainment District, and the establishment of an Arts and Culture Grant Program for Special Projects - were approved by the City Council. The fourth Task Force recommendation -- establishment of a $250,000 annual Arts and Cultural Operating Grant Program - was deferred to the FY 2006 budget process. In March 2005, the City Council approved a $200,000 budget decision package, which would provide resources for the Arts and Cultural Affairs Advisory Commission to make recommendations to the City Council for the best investment in the community. Arts and cultural affairs funding is a priority of the City Council and would enhance the quality of life in the community and promote economic development. Discussion The Arts and Cultural Affairs Advisory Commission has had extensive discussions the past few months on the possibilities for arts and culture funding and formulating its recommendation to the City Council. The Commission reviewed the work of the Arts and Culture Task Force and thought there should be serious consideration given to the Task Force recommendation to establish a program to provide operating support to existing arts organizations. The Commission also discussed increasing accessibility to the arts, public art, increasing the Special Projects grant program, as well as the need for operating support to sustain the important community resource of the existing arts organizations. Arts advocates have worked for many years to educate the community about why our arts and culture organizations need City funding and why this financial investment would be good for Dubuque. The arts and culture organizations contribute to the quality of life we all enjoy. These organizations have played, and will continue to play, an important role in our region's economic development. The Commission believes it is important to sustain and insure long-term viability for existing arts and culture organizations and to create a welcoming environment for new organizations. On April 26, 2005 the Commission voted 6-1 to recommend to City Council that $200,000 be allotted to arts and cultural organizations for operating support with money being split among all applicants that meet the criteria and being dispersed based on a percentage of the organization's budget with a set cap. On May 2, the Commission voted to set the funding cap at 6% of an organization's previous year's actual operating expenditures or a maximum of $50,000, whichever is less. The Commission is recommending that arts organizations submit a request for operating support funding, which will be reviewed by the Commission with final funding award to be made by the City Council. The request for funding and list of required submissions is attached. The Commission is recommending that operating support be provided to high quality established 501 (c)(3) arts and culture organizations located in the City of Dubuque that primarily serve Dubuque residents with year-round arts and culture events, programs and services, and can demonstrate a record of programmatic and administrative stability. The Commission is very grateful for the City Council's support of arts and cultural organizations and is looking forward to working together to support the artistic and cultural development of the City. . cerely, ~~C> ~ ~~ ane Ken rthy, Chairperson Attachments City of Dubuque Iowa ARTS AND CULTURE FUNDING PROGRAM FOR OPERATING SUPPORT PURPOSE: Through this funding program, the City of Dubuque provides funding to high quality established 501 (c) (3) arts and culture organizations located in the City of Dubuque that primarily serve Dubuque residents with year-round arts and culture events, programs, and services and can demonstrate a record of programmatic and administrative stability. ELIGIBLE APPLICANTS: Dubuque arts and culture organizations in existence for a minimum of two year(s) whose primary mission is arts or culture. Applicants must qualify as nonprofit, tax-exempt under Section 501 c3 of IRS code. INELIGIBLE APPLICANTS: Not limited to but including for-profit organizations or not-for-profit organizations whose primary mission involves religious, political, or athletic programs, educational institutions, and social service organizations. An organization with an outstanding late Final Report from a previously funded application is ineligible. FUNDING GUIDELINES: The annual budget for fiscal year 2006 is $200,000. Maximum annual funding award is $50,000 or 6% of applicant's previous year certified operating expenditures, whichever is less. The Arts and Cultural Affairs Advisory Commission will review funding requests and forward their recommendations to the City Council. SELECTION CRITERIA 1. Funding shall provide general organizational support to Dubuque Arts and Culture organizations whose programs/services benefit Dubuque residents. 2. Support will be provided to organizations that have: a. demonstrated artistic excellence and leadership b. demonstrated public benefit c. demonstrated management abilities (financial position or condition, fiscal responsibility, and management.) 3. Impact of organization on broader Dubuque Community FINAL REPORT: The Applicant must complete and return a Final Report Form. Retain all financial records, reporting documents, and all other records pertinent to the City of Dubuque grant program for a period of three calendar years beyond the contract. Audited financial statements shall be submitted to the City of Dubuque.
