SUBJECT: Final Plat of Lots 1 thru 12, Inclusive, of Eleanor Ridge Subdivision
INTRODUCTION
The final plat of Lots 1 thru 12, Inclusive, of Eleanor Ridge Subdivision is a proposed
residential development located at the end of Lake Eleanor Road in Dubuque County.
The submitted final plat provides for the platting of 12 parcels served by a single private
road to be named Eleanor Ridge Court.
DISCUSSION
The preliminary plat for this subdivision was approved by the City Council at their March
21,2005 Council meeting. The submitted final plat provides for the construction of a
new private street to be named Eleanor Ridge Court and will be built with a right-of-way
of 66 feet and 24 feet of paving.
The City Council is reviewing this plat as it is within two miles of the corporate limits of
the City of Dubuque and thus the County and City review the submitted final plat jointly.
The subject property is included in a secondary growth area that can be developed in
accordance with either City or County standards. Developments in the secondary
growth areas shall utilize good access management principles. The submitted final plat
only provides for the platting of 12 additional home lots and is just within the City's two
mile extra jurisdictional area. The submitted final plat does follow good access
management principles in that there is only one access to the subdivision from Lake
Eleanor Road, which serves the entire area.
RECOMMENDATION
The Zoning Advisory Commission recommends that the City Council approve the
submitted final plat of Lots 1 thru 12, Inclusive, of Eleanor Ridge Estates Subdivision as
it is in substantial compliance with City of Dubuque Subdivision Regulations, subject to
waiving Article IV, Design Improvement Standards, except for Section 42-19, Lots and
Blocks.

Proposed Streets and Grades: The subject property will be served by a new private
roadway named Eleanor Ridge Court, which varies in slope from 1 % to 13%.
Recommended Motion: Motion to approve the Final Plat of lots 1 thru 12, Inclusive,
Eleanor Ridge Estates Subdivision as it is in substantial compliance with City of
Dubuque Subdivision Ordinance subject to waiving Article IV, Design and Improvement
Standards, except Section 42-19, lots and Blocks.
Conformance with Comprehensive Plan: This subject property lies outside the area
covered by the. City's Comprehensive Plan. The property is included in the City's Fringe
Subdivision Staff Report - Final Plat of Eleanor Ridge Estates Subdivision

proposed private street, Eleanor Ridge Court, at Lake Eleanor Road. Individual curb
cuts are not proposed as part of this plat.
The proposed private street, Eleanor Ridge Court, will be built to County standards in
terms of paving width and thickness. The applicant has received approval through the
preliminary plat to construct a 24-foot wide street where City standards require a
minimum of 26 feet of paving.
Eleanor Ridge Estates Subdivision will have individual septic systems for each lot and
utilize shared private wells for water supply.
The submitted final plat of Lots 1 thru 12, Inclusive, of Eleanor Ridge Estates
Subdivision is in substantial compliance with City of Dubuque Subdivision Regulations
subject to waiving Article IV, Design Improvement Standards, except for Section 42-
19(b), Lots and Blocks. '

Whereas, there has been filed with the City Clerk a final plat of Lots 1 thru 12,
Inclusive, of Eleanor Ridge Subdivision; and
Whereas, the preliminary plat has been examined by the Zoning Advisory
Commission and has its approval endorsed thereon, with the waiver of Article IV,
Design and Improvement Standards of the Subdivision Regulations, except for Section
42-19, Blocks and Lots; and
Whereas, said final plat has been examined by the City Council and they find
that it conforms to the statutes and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the City Council hereby waives Article IV, Design and
Improvement Standards of the Subdivision Regulations, except Section 42-19, Blocks
and Lots.
Section 2. That the final plat of Lots 1 thru 12, Inclusive, of Eleanor Ridge
Subdivision is hereby approved and the Mayor and City Clerk are hereby authorized
and directed to endorse the approval of the City of Dubuque, Iowa, upon said final plat,
provided the owners of said property herein named, execute their written acceptance
hereto attached agreeing:
a) To construct street improvements and storm sewers in accordance with
improvement plans approved by Dubuque County and certified upon
completion by a professional engineer licensed by the State of Iowa.
b) To maintain the street improvements and storm sewers constructed as
part of Lots 1 thru 12, Inclusive, of Eleanor Ridge Subdivision, until such
time as a homeowners association is formed and is responsible for
maintenance of the same.

Section 3. That in the event Rick Ehrlich fails to execute the acceptance within
180 days after the date of this Resolution, the provisions hereof shall be null and void
and the approval of the plat shall not be effective.
