Street, Main Street and Iowa Street located in the Jackson Park Historic District.
Dear Mayor and City Council Members:
INTRODUCTION
The Historic Preservation Commission (HPC) has reviewed the application of the
Historic Preservation Commission/Dave Stuart for funding from the Historic District
Public Improvement Program (HDPIP) to install historic traffic lights along Loras
Boulevard at the intersections of Bluff Street, Locust Street, Main Street and Iowa Street
located in the Jackson Park Historic District. The application and staff report are
attached for your information.
DISCUSSION
Chairperson Dave Stuart excused himself from the table to present the application; he
indicated that he would abstain from the vote. Vice Chairperson Chris Olson presided.
Mr. Stuart noted that at the HPC meeting on March 17, 2005, the Commission tabled
the Downtown Neighborhood Council's HDPIP application for $40,000 for the same four
intersections to be upgraded with historic traffic lights. He noted the Downtown
Neighborhood Council's local match is difficult for a project like this, because there is no
City assessment and the Downtown Neighborhood Council is not a 501 (c)(3) non-profit.
He urged the HDPIP funding as an HPC Pilot Project versus no stop lights at all. He
noted that the stop lights are scheduled to be replaced this year.
The Commission discussed whether this type of project is what HDPIP should be used
for and what constitutes a HPC Pilot Project. The consensus was that a HPC Pilot
Project should be one that is beyond the capability of a neighborhood and benefits the
community as a whole. The Commission reviewed different styles of historic replica

traffic lights. The Commissioners discussed the option of having standard poles painted
black with decorative bases and finials added instead of historic style poles to reduce
costs and do more poles at the intersections.
RECOMMENDATION
By a vote of 4 to 1 with one abstention by Chairperson Stuart, the Historic Preservation
Commission recommends that the City Council approve $40,000 from the Historic
District Public Improvement Program to install historically-sensitive traffic lighting and
poles at the intersections of Bluff Street, Locust Street, Main Street, and Iowa Street
along Loras Blvd. The Commission requests that final design come back to the HPC for
review and approval prior to City Council's bid letting.

A. Project Summary: Discuss the project and the key project work elements of the
proposed streetscape improvements.
Project will upgrade the lighting at intersections on Loras Blvd. when the city replaces those
stoplights and streetlights. The replacement is currently planned for the upcoming year. The
intersections of Lor as and Iowa, Loras and Main, Loras and Locust and Loras and Bluff Streets
will be upgraded. Instead of the "basic" metal poles, historic-type poles will be used.
Intersection lighting and stoplights will be incorporated with the historic poles. Historic poles
will be painted a dark color, probably either black or dark green. A number of vendors make a
wide variety of suitable poles. Attachment (I) shows some of the designs available from one
vendor. The city will solicit competitive bids from several vendors for the historic poles and
lights. While City staffhas demonstrated expertise in selection of appropriate designs, members
of the Downtown Neighborhood Council have volunteered to assist the city in choosing pole
designs, colors and locations.
B. Neighborhood Impact and support: Describe the current conditions and how the
project will improve the neighborhood and/or project area. Discuss the level of neighborhood
and property owner support.
The stoplights on Loras Blvd. in the Jackson Park Historic District are scheduled for replacement
within the year. The replacement will include new poles and controls with lights for Loras
overhanging the traffic lanes integrated with intersection lighting. These would be plain
galvanized metal poles that would not blend in with the architecture of the area. Upgrading the
stoplight and intersection lighting poles to a historic type provide a continuity and a corridor of
historic lighting and stoplights along Loras Blvd. not only through the Jackson Park Historic
District but also further West past Bluff street into the blocks where historic lighting was
installed last year. These improvements would have a high visual impact to this busy and
frequently visited thoroughfare.
Evaluation Criteria: These improvements meet a number of the criteria for the HDPIP program,
specifically:
1) High visual impact and quality of life improvement for the neighborhood.
2) High community and neighborhood visibility of streetscape improvements.
3) Continuity with previous/planned public improvements
4) Conformance with the City's adopted Streetscape and Landscape Design Guidelines
for the Historic Districts.
Loras Boulevard is a very busy thoroughfare through the Jackson Park National Register Historic
District and as such a large proportion of the users are from outside the district. It is also the first
HDPIP project to include stoplight poles. The Historic Preservation Commission designates this
as a HPC Pilot Project. Several Neighborhood Associations, including the Downtown
Neighborhood Council and the Historic Bluffs Neighborhood Association may assist in fund
raising activities.
C. Project Timeline: Provide a timeline for project completion. If this is a phased project, list
the timeline for each major phase of the project.
Historic features would be added to the intersection lighting when the stoplights are replaced.
Currently the city plans on changing the intersection stoplights in 2005.

Physical Characteristics: The right-of-way located in the Jackson Park Historic District
borders many historic buildings. The buildings located throughout the Jackson Park
Historic District are primarily mixed use residential, commercial and office. The bulk of
the Jackson Park Historic District is primarily residential. The right-of-way and
sidewalks in the Jackson Park Historic District are both narrower than those found in the
nearby commercial area downtown.
Staff Analysis: The applicants are applying for funding from the Historic District Public
Improvement Program for proposed streetscape improvements in the public right-of-
way. The City of Dubuque has planned as part of the Capital Improvement Program
(CIP) to replace the traffic stoplights at the intersection of Loras Blvd and Iowa Street,
Loras Blvd and Main Street, Loras Blvd and Locust Street, and Loras Blvd and Bluff
Street. The current CIP Budget is to replace the poles with standard traffic stoplights
with no historic detail. The Historic Preservation Commission is requesting funding to
allow the standard traffic stoplights to be upgraded to a more historically appropriate
fixture.

The role of the Historic Preservation Commission in reviewing this project is to serve as
an advisory design review body to the City Council for review of public works projects
which have historic preservation implications in historic districts. The Commission is
also responsible for providing a recommendation to the City Council about funding
projects from the Historic District Public Improvement Program. The Commission's
recommendation will go on to the City Council with the application materials for their
review and approval of the project.
Compliance with Design Guidelines: In 2002, the Streetscape and Landscape
Guidelines were created to help provide recommendations for public improvements in
the public right-of-way.
