SUBJECT: Cedar Cross Road
Currently the pavement markings on Cedar Cross Road in the area of Starlight Drive
and Lake Ridge Drive are skip lines located in the center of the street. Due to the
increase in traffic volumes in this area, it would be beneficial to provide left-turn lanes
for traffic on Cedar Cross Road at Starlight Drive and Lake Ridge Drive, which would
allow free flow of traffic around left-turning vehicles.
City Engineer Gus Psihoyos recommends City Council approval of an ordinance
prohibiting parking in the described section of Cedar Cross Road and to modify the
Code of Ordinances to extend the parking restriction along the narrow section of Cedar
Cross Road
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to request the City Council to adopt an
ordinance to prohibit parking on Cedar Cross Road to allow for pavement
marking modifications which would provide left-turn lanes at Starlight Drive and
Lake Ridge Drive.
DISCUSSION
Currently the pavement markings on Cedar Cross Road in the area of Starlight
Drive and Lake Ridge Drive are skip lines located in the center of the street. Due
to the increase in traffic volumes in this area, it would be beneficial to provide left-
turn lanes for traffic on Cedar Cross Road at Starlight Drive and Lake Ridge
Drive which would allow free flow of traffic around left-turning vehicles. (See
Exhibit B.)
The current width of Cedar Cross Road would allow for the turning lanes
provided that parking is prohibited on the street in the area of the pavement
marking improvements. The commercial properties on the west side of the street
are required to provide off-street parking. The residential properties on the east
side of the street have access to the front of their homes via Obeche Court.
Parking on this section of the street has rarely been observed.
In addition to prohibiting parking in the wide section of Cedar Cross Road where
pavement markings would be improved, the legal description prohibiting parking
on Cedar Cross Road should include the narrow section from the curve just
south of Lake Ridge Road to the point where it becomes wide again near Cedar
Cross Court. (See Exhibit A.)
RECOMMENDATION
I would recommend that the City Council adopt the attached ordinance to prohibit
parking for the purpose of improving pavement markings in the described area of
Cedar Cross Road and to modify the Code of Ordinances to extend the parking
restriction along the narrow section of Cedar Cross Road.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached ordinance.

ORDINANCE NO. 37-05
AMENDING SECTION 32-262(d) OF THE CODE OF ORDINANCES OF
THE CITY OF DUBUQUE, IOWA, PROHIBITING PARKING ON DESIGNATED
STREETS OR PORTIONS THEREOF BY ADDING A PORTION OF CEDAR
CROSS ROAD
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCil OF THE
CITY OF DUBUQUE, IOWA:
Section 1. That the Code of Ordinances of the City of Dubuque, Iowa,
is amended by deleting from Subsection (d) of Section 32-
262 the following:
Cedar Cross Road, both sides, from U.S. Highway 20 to
Starlight Drive and from North Cascade Road to a point two
hundred seventy five feet (275') north of North Cascade
Road.
Section 2. That the Code of Ordinances of the City of Dubuque, Iowa,
is amended by adding to Subsection (d) of Section 32-262
the following:
Cedar Cross Road, both sides, from U.S. Highway 20 to a
point one hundred feet (100') west of Cedar Cross Court and
from North Cascade Road to a point two hundred seventy
five feet (275') north of North Cascade Road.
