SUBJECT: Work Session for Update of Zoning and Subdivision Ordinances
Planning Services Manager Laura Carstens is transmitting information regarding the
Update of Zoning and Subdivision Ordinances to be conducted with the assistance of
Lane Kendig, Inc. consulting firm, and is requesting that a City Council Work Session be
scheduled for Monday, June 13, 2005, from 6:30 p.m. to 8:30 p.m. to receive City
Council input on major policy issues.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Introduction
This memo transmits, for City Council review, the proposed project schedule developed
by Lane Kendig, Inc., the consulting firm retained to prepare a comprehensive update of
the City's Zoning and Subdivision Ordinances.
Discussion
On May 3,2005, consultants Kim Mickelson and Lane Kendig met with the Technical
Advisory Committee and City Manager to identify major regulatory and procedural
issues and to identify desired code changes.
We discussed the desire to hold an initial work session with the City Council to seek
policy guidance on major issues. We also discussed holding meetings with various
stakeholder groups. The dates of June13-14 have been identified for these meetings,
with the evening of June 13 suggested for the two-hour work session with City Council.
An outline of possible issues for discussion at the Council work session will be provided
a week or two ahead of the meeting.
Requested Action
The requested action is for the City Council to review the project schedule and to
schedule the initial work session on the Update of Zoning and Subdivision Ordinances
for Monday, June 13, 2005 from 6:30-8:30 p.m. in the Library Auditorium.

Draft Project Schedule
Attached is the Draft Project Schedule. I'd like to point out several things about it, and please
let me know if you have questions or revisions.
First, the Project was originally slated for a 15 month completion period. We received the signed
contract around the middle of April of this year, which would put completion no later than July
2006. In going through the schedule, I see no reason why this couldn't be completed within a
year's time, but it also gives us a cushion to work in additional public hearings.
Second, there will be ongoing meetings and updates that are not specifically listed on the Project
Schedule. These would include proposed quarterly meetings with the Technical Advisory
Committee, perhaps prior to the meetings with the Citizen's Advisory Committee. I would also
like to schedule periodic meetings to update the City Manager and City Attorney-either
quarterly as well, or less frequently, based on their preferences. I have scheduled meetings with
City Council only twice prior to the public hearing and adoption process-the June workshop
and then an update/workshop in November. There is nothing magical in the number, or the
timing, other than by November, we will be nearing completion of the draft work. We can
certainly revise the schedule to reflect more frequent updates and meetings with Council, or I
will be happy to provide a regular memorandum to keep them apprised of the Project's progress.
Third, I have presumed that we will follow a UDC model. This is not carved in stone, either, of
course, and I will revise the schedule to reflect separate ordinance revision and timing if that is
the final decision on the format.
Finally, there are several items that will be regular and ongoing throughout the process;
therefore, I have not listed them separately, with specific dates. These include provision of the
public information materials for distribution and posting on the website, ongoing coordination
with staff for issues identification and legal review.
