Water Department Manager Bob Green is recommending acceptance of the
construction contract for the Pump Roof Roof Replacement Project, as completed by
Jim Giese Commercial Roofing, in the final contract amount of $92,193, which is a 22%
increase from the original contract in the amount of $75,433. This increase was due to
two change orders involving the method of attachment of the roofing material and the
replacement /installation of overflow drains not specified for in the engineering drawings.
These change orders totaled $16,760.00. The total construction cost was still
$5,607.00 less than the next lowest bid.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The attached resolutions provide for the acceptance of the construction contract for the Pump Room Roof Replacement
Project
BACKGROUND
This project was for the execution of the construction required to replace the existing rolled flat roof over the pump room at
the Eagle Point Water Plant
DISCUSSION
The Pump Room Roof Replacement was completed by Jim Giese Commercial Roofing of Dubuque, Iowa in the final contract
amount of $92,193 00, which is a 22% increase from the original contract in the amount $75,433 00 This was due to two
change orders involving the method of attachment of the roofing material and the replacement /installation of overflow drains
not specified for in the engineering drawings These change orders totaled $16,760 00 The total construction cost was still
$5,60700 less than the next lowest bid
RECOMMENDATION
I recommend that the City Council accept the improvements and establish the final contract at $92,193 00

RESOLUTION NO. 14 -12
ACCEPTING THE PUMP ROOM ROOF REPLACEMENT PROJECT AND
AUTHORIZING THE PAYMENT OF THE CONTRACT AMOUNT TO THE
CONTRACTOR
Whereas, the Public Improvement Contract for the Pump Room Roof
Replacement (the Project) has been completed and the City's Consultant Engineer, IIW
Engineering of Dubuque, Iowa has examined the work and filed a certificate stating that
the Project has been completed according to the terms of the Public Improvement
Contract and that the Consultant Engineer recommends that the Project be accepted;
and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The recommendation of the City's Consultant Engineer is approved
and the Project is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor from
the Pump Room Roof Replacement appropriation for the contract amount of $92,193.00
less any retained percentage provided for therein as provided in Iowa Code chapter
573, and to pay such retainage only in accordance with the provisions of Iowa Code
chapter 573.

We hereby certify that Jim Giese Commercial Roofing, Inc. of Dubuque, Iowa, has completed Eagle
Point Pumping Station Re -Roof project in compliance with the specifications and the project is ready
for acceptance. The final project construction cost is $92,193.00.
We recommend that the City of Dubuque, lowa approve and accept the Eagle Point Pumping
Station Re -Roof work. Retainage in the amount of $4,609.00 will be held for 30 days after
acceptance and paid at that time provided no claims from others are filed. Please make payment to
Jim Giese Commercial Roofing, Inc. 30 days from the date of City Council approval.
Approval and acceptance starts the one year warranty period. The roof warranty started the date of
the manufacturer issuance of their warranty information, which has been forwarded to you already.
