Cable TV Coordinator Craig Nowack is recommending approval of the Cable TV Tele-
Programming Commission recommendations for funding from the Public, Educational,
and Government (PEG) Capital Grant for Access Equipment and Facilities in the
amount of $11,000 for Loras College for a Carousel bulletin board graphics system and
$12,500 for the City of Dubuque to replace the audience TV bulletin board computer.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to forward a recommendation from the Cable TV Tele- Programming Commission for
funding from the Capital Grant for Access Equipment and Facilities
BACKGROUND
The Capital Grant for Access Equipment and Facilities created by the cable franchise agreement that went into effect on
June 5, 2005, currently has a balance to be awarded of $176 359
At its meeting today, the Commission approved two requests for funding The first is from Loras College for up to $11,000 to
provide a Carousel bulletin board graphics system for the shared educational access Channel 15/97 5 and an assurance
package to provide an additional four years of tech support, software upgrades, and equipmentwarrantyforthe Carousel
and their Cablecast server The Carousel bulletin board system is a Tightrope product and interfaces directly with the
Cablecast server, providing automated on- screen program listings The grant application is attached
The second request is from the City of Dubuque for up to $12 500 to replace the nearly six- year -old audience tv bulletin
board computer The Cable TV Division uses this system to provide information regarding City events and initiatwes in
between video programs on CityChannelEl The system interfaces with external datasourcesto provide automated on- screen
program listings and weather information The grant application is also attached

needed to run the new system The Tightrope Support Contracts provide the appropriate level of
software and hardware support needed to manage the channel We have chosen the 4 year contracts
after consultation with Craig Nowack and because the offer the best annual cost

CAPITAL GRANT FOR ACCESS EQUIPMENT AND FACILITIES
AWARD AGREEMENT
BETWEEN
THE CITY OF DUBUQUE, IOWA
AND
LORAS COLLEGE
This Capital Grant for Access Equipment and Facilities Award Agreement
(the Agreement), dated for references purposes the ,,ii day of 70:...,--0,"-j,
20 /2-, is made and entered into by and between the City of Dubuque, Iowa
(City) and Loras College.
Whereas, Section 6 (b) of the Cable Franchise Agreement between the
City of Dubuque, Iowa and MCC Iowa, LLC, dated June 5, 2005, provides for a
Capital Grant for Access Equipment and Facilities for capital support for PEG
and I -Net use; and
Whereas, Loras College has submitted a Grant Application; and
Whereas, City has approved the Grant Application, on the terms and
conditions set forth herein.
NOW, THEREFORE, IT IS AGREED BY AND BETWEEN CITY AND
LORAS COLLEGE AS FOLLOWS:
1. City hereby awards a grant to Loras College in the amount of
$11,000.00 (the Grant).
2. The Grant shall be used solely for the purpose(s) described in
Loras College's application for funding, a copy of which is attached hereto and
incorporated herein.
3. All equipment and facilities purchased with the Grant shall remain
the property of City. Loras College shall name City as a Loss Payee under Loras
College's property insurance policy covering the equipment and facilities.
4. Any unused portion of the Grant shall be credited to City's Capital
Grant fund.
5. All equipment and facilities purchased with the Grant shall be used
solely for non - commercial purposes.
6. Loras College shall produce a minimum of 120 minutes of
programming per quarter of the calendar year to air on the shared educational
access channel.
7. All programming produced by Loras College shall air on the shared
educational access channel.
8. Failure by Loras College to abide by the terms and conditions of
this Agreement may result in forfeiture of the equipment and facilities purchased
with the Grant. City shall provide written notice to Loras College of any such
failure and Loras College shall have thirty (30) days in which to correct such
failure. In the event Loras College fails to cure such failure within such thirty (30)
day period, Loras College shall within ten (10) days thereafter return all
equipment and facilities purchased with the Grant and the balance of any Grant
funds remaining to City.
