Leisure Services Manager Marie Ware is recommending allocating resources so that
the baskets and planters to be used in the lower Bee Branch and Historic Millwork
District can start this spring, instead of waiting until 2013.
The $33,279 is available from recent land sales.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION

The purpose of this memo is to share the FY 2012 fiscal needs if desired to put flower
baskets in the lower Bee Branch and Historic Millwork District starting this spring.
Additionally there are planters in the Millwork District. Costs for planting annuals in
Washington Street diverters this spring are also provided.
BACKGROUND
We established the desire for baskets in both Districts. As a part of the preparation of
the FY 2013 budget I also had figured the costs of the FY 2012 budget to set up
baskets and planters this spring.
proposed proposed
FY 2012 FY 2013

FY 2012 FY 2013
LOWER BEE BRANCH
105 baskets (96 + 9 trade -outs)
Baskets $ 12,600 $ 12,600
Materials - soil and flowers $ 1,575 $ 3,150
Seasonal wages $ 977 $ 2,238
IPERS $ 79 $ 181
Social Security $ 75 $ 171
15,306 $ 18,340
WASHINGTON STREET DIVERTERS
Materials $ 435 $ 2,448
Seasonal wages $ 189 $ 715
IPERS $ 15 $ 58
Social Security $ 14 $ 55
$ 653 $ 3,276
These numbers are a summary of costs. A specific breakdown of costs can be
provided should you desire additional detail. Seasonal wages include preparation,
growing, planting, watering, weeding and removal. You will note the lower wages for
Bee Branch. This reduction in cost is specific to the water system installed in Lower
Branch. After these two fiscal years the ongoing costs reduce as the baskets have
been purchased. These baskets have an expected life of five to ten years.
The FY 2012 and FY 2013 requests provide for a summer and a fall basket. The
planters will have three seasons of color as will the Washington Street diverters.
RECOMMENDATION
We have these beautiful new areas and I'd like to see us put baskets out and plant
planters and beds this spring. If we wait for FY 2013 we would just have fall baskets in
the two major areas starting in the fall of 2012.
