Sealed bids were received for the Purina Drive Weigh Scale House Building Project.
Public Works Director Don Vogt recommends award of the contract to the low bidder,
Stumpf Construction, in the amount of $156,698.80, which is 32.4% over the engineer's
estimate of $118,350.00.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The attached resolution authorizes the award of the construction contract for the Purina Drive Weigh Scale House Project
(CIP# 6802320)
BACKGROUND
In the fiscal year 2012 Capital Improvement Project budget, funds ($100,000) were allotted for the purchase of a scale and a
scale house to be used at the City's Purina Dnve barge docking facility The current scale on site was purchased from the
former facility lessee for $35,000 in July of 2011 This project provides for the construction of a new scale house alongside
the recently - purchased scale The current scale house on site is still owned by the former tenant, who will remove it in the
near future from its current location next to the City's floodwall Removing the current scale house after the new one has
been constructed and is operational will address and satisfy a citation noted in the City floodwall's 2010 U S Army Corps of
Engineers Periodic Inspection Report
DISCUSSION
Engineering plans and specificationsforthis project were prepared by IIW Engineering &Surveyors, P C The Purina Drive
Weigh Scale House Building Project provides for a new scale house equipped with a restroom, utility installations necessary
to serve the building with water and sewer service, installation and coordination of electrical power, and scale record and
data management technology
PROJECT COST - BUDGET IMPACT
Sealed bids for the Purina Drive Weigh Scale House Building Project were opened at 10 00 a m on January 6, 2012 Eight
bids were recewed for this project A complete tabulation of the bids is provided
Construction Contract $ 156,698 80
Contingency 11,835 00

Total Project Cost $ 188,061 80
This project will be funded with the remaining monies ($65,000) specifically budgeted for the Purina Drive Truck Scale
Project, with the additional funds ($123,061 80) needed to complete this project coming from available monies ($166,884 50)
in the Purina Drive Salt Operations activity's (68054425) salt storage fee revenue (68054425- 51977) line code
ACTION TO BE TAKEN
I recommend that the City Council adopt the attached resolution awarding the Purina Drwe Weigh Scale House Building
Project to Stumpf Construction of Dubuque, Iowa, in the amount of $156 598 80
RESOLUTION NO. 20 -12
AWARDING THE PUBLIC IMPROVEMENT CONTRACT FOR THE PURINA
DRIVE WEIGH SCALE HOUSE BUILDING PROJECT
Whereas, sealed proposals have been submitted by contractors for the
Purina Drive Weigh Scale House Building Project (the Project) pursuant to
Resolution No. 411 -11 and Notice to Bidders published in a newspaper published
in the City of Dubuque, Iowa on the 23rd day of December, 2011.
Whereas, said sealed proposals were opened and read on the 6th day of
January, 2012 and it has been determined that Stumpf Construction of Dubuque,
Iowa, with a bid in the amount of $156,698.80 is the lowest responsive,
responsible bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the Public Improvement Contract for the Project is hereby awarded to
Stumpf Construction and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
