Dear Chief Wadding and Mayor Duggan:
In September 2004, the Dubuque Police Department was selected to receive a Secure Our Schools (SOS) grant
award from the COPS Office. The SOS grant program gives grantees the opportunity to establish and enhance a
variety of school safety equipment and/or programs to improve school safety efforts within their communities. The
selection of your agency to receive funding and the award amount were based upon your original interest in
participating in this initiative, as indicated by the "SOS Worksheet" submitted by your agency in June 2004. As a
reminder, the SOS grant program included a local matching share requirement of 50%, meaning that your agency
would be required to contribute a local cash match equal to or exceeding the federal award amount.
All agencies receiving SOS funding were required to submit a detailed project proposal to the COPS Office in order
to gain access to grant funding. However, although the COPS Office has made several attempts to obtain a
completed application package from your agency since the announcement of your award in 2004, to date our office
has not received any project information. Faxes were sent to your agency in May, July, and September 2004, as
well as in January 2005, reminding you of this requirement to submit a completed application. In addition to these
faxes, letters were mailed to your agency in February and March 2005 requesting your agency's application.
The purpose of this letter is to notify you that the COPS Office is now withdrawing your agency's grant award, and
your grant funding will be deobligated. If you have already responded to this matter, please disregard this letter. If
