Minutes Park & Rec 5 10 05 .. PRESENT: ABSENT: OTHERS: MINUTES APPROVED; VOTE: REQUEST OF ALAN ROWELL TO PURCHASE PART OF SOUTHERN AVENUE PROPERTY; VOTE: APPROVE REVISIONS TO McALEECE FIELD RENTAL POLICY; VOTE: PARK AND RECREATION COMMISSION MEETING Tuesday, May 10,2005 4:30 p.m., Snack Bar, Bunker Hill Golf Course Tom Blocklinger, Chuck Duggan, Karen Lyness, Gary Harjehausen and Tom Schrobilgen Kim Daykin and Karen Lyness Staff present: GiI Spence, Pat Prevenas and Eileen Trimble It was moved by Hoffmann, seconded by Blocklinger, to approve the minutes of the April 12, meeting. The motion passed unanimously. Mr. and Mrs. Alan Rowell were present to request permission to purchase a part of Southern Avenue Park to build a house. They grew up in that area and would like to return there. Leisure Services Manager Gil Spence reminded commissioners that Rowells had requested a different part of the property last year, but the commission denied that request. Mr. Spence wrote the City Manager for his opinion, and he felt if we need a park in that area it would not be appropriate to sell the green space. If the commission supports the sale, Spence would like to go back to the City Manager. General comments from the commission included: · Murphy Park is only a few blocks away so should not be a problem to sell the new requested area; . generally in favor as long as the house/garage is not right on the property line; · put it in estate that upon death of Mr. and Mrs. Rowell, the City would have the first right to purchase the property back; · it shouldn't impact our ability to create the type of park we want for that area. If the commission and council approved the sale, Mr. Spence said it may have to be opened up to the general public; he would have to check. He also informed commissioners that a citizen (Sarah Sutton) called him to voice her opposition to the sale. 11 was moved Qy Hoffmann, seconded Qy Duqqan. to support the sale of the requested piece property in Southern Park to Mr. and Mrs. Alan Rowell. pendinq aqreement of the City Manaqer. The motion passed unanimously. Staff is proposing changes to the rental policy for McAleece fields. The main changes proposed are: · A deposit fee is required to hold the tournament date; · Softball fields would now require a $25 deposit (instead of a per-field fee) per day, which may be refunded if sufficient concession revenue is generated; field lights would be an additional $10.00 full or partial game. . Petrakis Baseball Field would now be $30.00 per field per daylight game (effective July 2005) and a $40.00 fee per field per night game (full or partial), which includes field lights (effective July 2005). 11 was moved Qy Hariehausen. seconded Qy Duqqan, to approve the revisions to the McAleece Field Rental Policy as proposed Qy staff. The motion passed unanimously. APPROVE LEASE WITH DUBUQUE CHILDREN'S ZOO BOOSTERS: VOTE: PARK DIVISION REPORT: RECREATION DIVISION REPORT: DISCUSS FREE GOLF FOR GOLF COURSE WORKERS: May 10, 2005 meeting page two Mr. Spence explained to commissioners that the lease is the same as previous years, just updated dates and insurance. This has been a good cooperative effort between the City and the Zoo Boosters. Many improvements have been made to the Zoo. 11 was moved Qy DUQQan. seconded Qy Hoffmann, to approve the lease between the City of Dubuque and the Dubuque Children's Zoo Boosters. The motion passed unanimously. In the absence of Park Division Manager John Hail, Mr. Spence updated commissioners: · We have been having difficulties with a group of kids ages 10 through 17 at Jackson Park, but we are working with the Police to improve the situation; . Indian Room rest room project is completed; . park maintenance roofing project is completed; · construction has started at Harvest View Park; . We have initiated bids for the work at Water Works Park, Pyatigorsk Park and the Gateway Landscaping. · Bids will be initiated for Bergfeld Recreation Area (rest room, walkway, lights at parking lot) at the next City Council meeting. . Work should be completed at Comiskey Park by the end of the summer. . We will be working with Central High School students on the Pet Park project. Recreation Division Manager Pat Prevenas reported: · McAleece concession is running fairly smoothly; we have an exclusive contract with Coca Cola for pop; using both Matthews and Kirchhoff beer distributors (60% of sales is 16 oz. beer in cans). . Bunker Hill had 3,244 rounds in April which is down four percent from last year but up twenty-one percent from 2003; all golf revenues are up so far. · We have started cleaning pools for a Memorial weekend opening. · There were 184 softball teams registered for this summer, up 14 from last year; 53 volleyball teams which is down 2 from last year; · The volleyball courts were resurfaced this spring. Commissioner Duggan asked about changing the golf policy and allowing all golf course workers to play for free. Mr. Duggan has checked at other golf courses and their workers golf for free. Comments from various commissioners included: anybody who works at the course should get free unlimited golf; workers should be required to have at least forty hours of work to get that perk; what about a discount pass to golf workers; what if they received a discount to play, but paid some kind of a fee each time. May 10, 2005 meeting page three After discussion, Manager Spence said we could put the request for policy change on the next agenda, and in the meantime he would check with the city attorney to see if it was legal for the city to give workers free golf.
