The application, staff report and related materials are attached for your review. Discussion Planning Services staff spoke in favor of the request to demolish a brick warehouse located at the Port of Dubuque. Staff noted that the warehouse has no historical or architectural significance, and is identified in the Kriviskey Survey as non-supportive. There were no public comments. The Historic Preservation Commission discussed the request, noting that the brick warehouse has no historical or architectural significance. Recommendation B a vote of 6 to 0, the Historic Preservation Commission recommends that the City Council approve the request to demolish the brick warehouse due to no architectural or historical significance, and to salvage any brick or other structural elements during demolition A simple majority vote is needed for the City Council to approve the request for demolition. The structure has no basement. A section along the front of the building has vinyl siding. The building has a low sloping roof covered with a rubber membrane. The building has metal gutters and downspouts. Property History: Currently, the site and structures are being used by Stealth Racing. Staff Analysis: The City of Dubuque is proposing to demolish the building in order to provide improvements to the Port of Dubuque. The building was constructed circa 1900 with additions being built in 1970 and 1995. The 1979 Kriviskey Survey identified the property as having a significance rating of non-supportive. Non-supportive means that the structures are of no particular architectural significance because of recent dates of construction or because of insensitive and irreversible modifications. The City Code provides for the Historic Preservation Commission to review the demolition request, and then to make a determination as to: (1) whether the building has historic or architectural significance to the community, and (2) whether denial of the proposed demolition would prevent the property owner from earning a reasonable economic return. If the HPC finds that one or the other of these criteria is not met, then the Commission must recommend approval of the demolition request. If the HPC finds that both of these criteria are met, then the Commission must recommend denial of the demolition request.
