David ~~'ms, Housing and Community Development Department SUBJECT: Community Partnership (cp2) Program - FY 2006 Recommendation INTRODUCTION The purpose of this memorandum is to request the City Council's approval of the recommendation of the Community Development Advisory Commission for allocation of Community Partnership Program (cp2) funds. A resolution providing for the approval is attached for the Mayor's signature. BACKGROUND , The Community Partnership (cp2) program was implemented on August 5,1991, to provide financial support to new and innovative private and non-profit efforts to create a more livable environment for community residents. Funds are allocated for the cp2 program on a yearly basis through the COBG Annual Plan process. A total of $1,514,988 has been awarded since the program began. The program has leveraged over $5.8 million in community service and accessibility projects. The Fiscal Year 2006 Annual Action Plan allocates $77,000 for the cp2 program beginning in July 1, 2005. The Housing and Community Development Department announced the availability of cp2 funds on February 14th and held an informational meeting in the auditorium of the Carnegie Stout Public Library on February 22nd. Applications were accepted through March 31st. Seven applications were received requesting a total of $108,559. A Review Committee was established consisting of: Mary Rose Corrigan, Public Health Specialist; Pat Prevenss, Recreation Division Manager; Janet Walker, Assistant Housing Supervisor; Jerelyn O'Connor, Neighborhood Development Specialist;; Aggie Tauke, Community Development Specialist; Community Development Advisory Commissioners Jim Giesen, David Oliver, Harry Neustadt and David Shaw. The cp2 Review Committee evaluated each of the proposals and ranked them in accordance with the guidelines adopted by the City Council. The Committee's report and a brief description of the proposals and ranking of each are attached. They recommended funding $77,000 in projects. The Community Development Advisory Commission (CDAC) met on Wednesday May 11 th to consider the following cp2 applications. At that time, the Commission received input from the applicants, reviewed the review committee's recommendations and proposed funding the projects as recommended. The cp2 program requires 25% match for the initial year of funding and provides an opportunity for one additional year of funding with an increased match of 40%. The recommended programs are all for the initial year of cp2 funding. 1. Audubon Elementary School is recommended for full funding. This project provides for a family literacy program for preschool through second grade students and their families. This project was also funded in FY 2004. 2. The Visitina Nurse Association is recommended for full funding. The project would provide urgent care referrals for low-moderate income persons in need of medical and dental care. 3. The Dubuaue County Extension is recommended for funding at a reduced level. This project would provide funds for a multicultural center which will provide assistance, opportunities and resources for immigrant and diverse populations at 1340 White. The proposed food distribution portion of the request was not funded due to the many existing food distribution programs in the City, some of which have received CDBG funding. They recommended the proposed center work with these existing programs to facilitate coordinated food distribution. 4. The Finlev Health Foundation is recommended for full funding to provide diabetes prevention education and health care information to the low and moderate income population through classes and newsletters, with recipient documentation. 5. The Girl Scout of Little Cloud Council is recommended for partial funding. This project provides staff to organize and supervise adults as Girl Scout program leaders in the Fulton, Prescott, Lincoln and Audubon school districts. 6. St Mark Community Center and Scenic Valley Agency on Aging were not recommended for funding. ACTION STEP The action step for the City Council is to adopt the attached resolution approving the award of $77,000 of cp2 funds to the aforementioned organizations and authorizing the City Manager to prepare and execute the necessary funding agreements. AUDUBON SCHOOL Project Description: Parent Involvement Nights This project provides for a family literacy program for preschool through second grade students and their families. VISITING NURSE ASSOCIATION Project Description: Access to Medical & Dental Care The project would provide urgent care referrals for low-moderate income persons in need of medical and dental care. DUBUQUE COUNTY EXTENSION Project Description: Multicultural Center This project would provide funds for a multicultural center which will provide assistance, opportunities and resources for immigrant and diverse populations at 1340 White. However, the Committee recommended that the requested $4000 for food distribution be removed from the allocation due to the many existing food distribution programs in the City and the recent funding provided for the Dubuque Area Labor Harvest. They recommended the proposed center work with these existing programs to facilitate coordinated food distribution. The Committee recommended funding the project at the reduced level of $43,731. 2 FINLEY HEALTH FOUNDATION Project Description: Diabetes Health Program The proposed project will provide diabetes prevention education and health care information to low-income population through classes and newsletters. Total Project Cost: CP2 Request: National Objective: CDBG Eligible Activity: Consolidated Plan: Evaluation Points: Recommendation: $ 12,250 $ 9,000 Low/moderate income clientele Public services- Health Services Theme 2 Goal 1 Objective 2 69 $9,000 Comments: The Committee found the program provides diabetes prevention and health care information in English and Spanish to an at-risk population. However, the Committee recommends the applicant document the recipients of the program are low and moderate income persons to comply with HUD regulations. GIRL SCOUT OF LITTLE CLOUD COUNCIL Project Description: Girl Scouts in Need This project provides staff to organize and supervise adults as Girl Scout program leaders in the Fulton, Prescott, Lincoln and Audubon school districts. . A similar program in 2000 was successful and increased volunteer leadership. 3 ST MARK COMMUNITY CENTER Project Description: Exterior Building Repairs This project would provide exterior building tuck pointing of the St Mark Community Center. Total Project Cost: CP2 Request: National Objective: CDSG Eligible Activity: Evaluation Points: Recommendation: $ 25,000 $ 18,750 low/moderate income area Rehabilitation 58 o Comments: The Committee found the project did not address the all the exterior repairs as identified in the application, such as roof and window repair. They found that addressing the other repairs appeared to be a priority and should be undertaken prior to or in conjunction with the exterior tuck pointing of the building. They also expressed concern that no additional outside funds were leveraged for the project. No funding was proposed. SCENIC VALLEY AGENCY ON AGING Project Description: Senior Safety Academy This project would provide a structured educational program to inform seniors of scams and fraud activities. Whereas, under the provisions of Title I of the Housing and Community Development Act of 1974, as amended, the City of Dubuque has received Community Development Block Grant (CDBG) funds for the development and maintenance of a viable urban community through the provision of decent housing, a suitable living environment and expanded economic opportunities for its residents, particularly those persons of low and moderate income; and Whereas, the Community Partnership Program (cp2) was developed in the City of Dubuque in response to the national goals and objectives of the CDBG program; and Whereas, guidelines for the implementation of the Community Partnership Program (cp2) were approved and amended by the City Council. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the City Council hereby awards Community Partnership Program (cp2) monies to the following organizations.
