Personnel Manager ~ \J TO: SUBJECT: Collective Bargaining Agreement between the City of Dubuque and the Dubuque Police Protective Association We have reached a three year agreement with the Dubuque Police Protective Association. The terms of the agreement are summarized as follows: Article XXV - Waqe Plan 5.4% across-the-board base wage increase effective July 1, 2005 3.5% across-the-board base wage increase effective July 1, 2006 3% across-the-board base wage increase effective July 1, 2007 Article XXI - Group Insurance Effective July 1, 2005: . Employees will pay 10% of the cost of the premium established for the health and prescription drug insurance plan for which the employee is enrolled. . The City will discontinue payment of the dental insurance premium. . The HMO and Indemnity Insurance Plans will be replaced with the Point-of-Service Plan which is identical to the health insurance plan provided to all other City employees. . The prescription drug plan will be modified to exclude fertility drugs, nicotine products, diet drugs, Rogaine and Retin A. . The Health Care Committee Agreement will be extended to June 30, 2006. Article VII - Uniforms and Equipment The annual uniform allowance will be increased by $100 effective July 1,2005. Article XIX - Overtime Travel time related to attending training sessions will be paid at the rate of time and one half of the employees regular rate pay. Michael C. Van Milligen May 31,2005 Page 2 Article XVIII - Call Sack Employees assigned to the Dubuque Drug Task Force and the Eighteen County Drug Task Force will receive six hours of payor six hours of compensatory time for each full week they are placed on standby. Article XIII- Seniority The language regarding vacation selection was modified to accommodate shift changes. The wage increase effective July 1, 2005, is consistent with the wage increase to be received by the Teamsters Local Union No. 421 and non-bargaining unit employees. The Agreement is consistent with the City Council's wage guidelines for the Fiscal Years beginning July 1,2005, July 1, 2006 and July 1,2007. I recommend that the Agreement be approved and that the attached resolution be adopted. RP:bf RESOLUTION NO. 244 -05 APPROVING THE AGREEMENT BETWEEN THE CITY OF DUBUQUE, IOWA, AND THE DUBUQUE POLICE PROTECTIVE ASSOCIATION AND AUTHORIZING THE MAYOR TO SIGN THE AGREEMENT Whereas, the Sixty-Fifth General Assembly adopted the Public Employment Relations Act, Chapter 20, Code of Iowa; and Whereas, the City of Dubuque is public employer within the meaning of Section 3 (1) of the Public Employment Relations Act; and Whereas, the Dubuque Police Protective Association is an employee organization within the meaning of Section 3 (4) of the Public Employment Relations Act; and Whereas, the Dubuque Police Protective Association submitted a request to bargain collectively on behalf of the employees within its representation; and Whereas, bargaining between the parties has occurred and an agreement has been concluded. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the terms of the agreement be approved and the Mayor authorized and directed to sign the collective bargaining agreement. Passed, approved and adopted this 6th day of June, 2005. Joyce E.
