Introduction
The purpose of this memo is to provide information regarding a request for proposal for
engineering services relating to structural repairs to the Locust Street and Iowa Street
Parking Garage ramps and authorization to begin the public bidding process.
Backaround
On September 30,2004, a structural analysis was completed and submitted to the City
concerning the structural integrity of both the Locust Street and Iowa Street Parking
Garage ramps. This analysis was completed by Desmond Associates.
The purpose of this evaluation was to implement an ongoing maintenance program to
insure the safety and operational stability of these structures.
Discussion
Having reviewed the recommendations received in the structural analysis and having
consulted with Budget Director Dawn Lang, a plan of implementation has been
developed. Administrative Procedure requires that a committee be designated to
review the request for proposals. The members of that committee are as follows:

engineering services for the repairs. The estimated costs associated with the repairs,
$1,433,000.00, has been included and approved in the FY 06 Capital Improvement
Budget.

The City of Dubuque is located on the Mississippi River in northeast Iowa,
adjacent to Wisconsin and Illinois. The City is approximately 30 square miles in
area, with a population of approximately 60,000. The City's annual budget is in
excess of $95 million and the City provides a full range of services.
The community has a stable and diversified manufacturing and service sector.
Dubuque is a major retail, medical, educational and employment center for the
tri-state area. Tourism continues to be a major economic force in the community.
City government continues to work in collaboration with the private sector to
promote economic development.
1.0 Purpose
The City of Dubuque is soliciting proposals for professional
engineering, inspection and oversight of the implementation of
selected repairs to the Locust Street and Iowa Street Parking
Garage ramps as recommended in a structural analysis completed
in 2004 by Desmond Associates.
The purpose of this document is to provide an interested firm with
information necessary to prepare and submit a proposal to the City
of Dubuque relating to these services.
2.0 Instructions and Procedures
2.1 Method of Response. If a firm wishes to respond, the firm is
asked to submit seven (7) copies of a proposal no later than 5:00
P.M. CDT July 1, 2005 addressed to:

The submittal must be packaged and sealed showing the following
information on the outside of the package.
A. Firm's name and address
B. Locust Street and Iowa Street Parking Garage Ramp
Repairs
2.2 The City of Dubuque will not be liable for any costs incurred by a
firm responding to this Request for Proposals.
2.3 Clarifications. Any questions concerning this RFP should be by e-
mail to Tim Horsfield, Parking System Supervisor, at

thorsfie@cityofduDuqueorc. If a significant ambiguity, discrepancy,
omission or any other error is discovered, a supplement or
modification will be provided to all original recipients of this
document.
3.0 Proposal Requirements
In the proposal, include the following information regarding the firm.
3.1 Firms' Qualifications
A. Name of the firm, telephone number(s) and e-mail
address.
B. History of the firm.
C. A statement of the firm's qualifications relative to
preparation of engineering and construction documents
specifically relating to parking garages/ramps, and
evaluation of submittals.
D. A list of the firm's key personnel who would be assigned
to this project, with a description of each individual's
expertise and experience as it relates specifically to this
project.
E. A list of at least three (3) references from recent projects
of a similar nature, capable of verifying information
provided in their proposal, including the name and phone
number of the owner's contact person. References
should include at least two (2) municipalities worked with
in the past three (3) years.
F. Licenses and or permits permitting operation in the State
of Iowa
4.0 Understanding the Scope
The firm must review and fully understand the structural evaluation
performed by Desmond Associates Engineering for the evaluation of the
Locust Street and Iowa Street Parking Garage ramps in the City of
Dubuque. The date of this evaluation is September 30, 2004. A separate
report was issued for each of the ramps with recommendations prioritized
as "Priority Repair Program" and "Intermediate Term Repair Program".
4.1 The firm awarded the contract will be responsible for implementing
the repairs recommended by Desmond Associates as well as the
development of plans and specifications, bid documents and timely
inspections insuring that all work is being completed properly and
that the City of Dubuque is receiving an acceptable product and
service from contractors and sub-contractors. The firm must work

7.0 Submittals
The firm must produce a not-to-exceed estimate of the fee to perform the
scope of services which must be submitted in a separate sealed envelope.
Upon the City of Dubuque's satisfaction that the requirements of the RFP
have been met, the fee estimates for qualified submittals will be opened
and reviewed.
8.0 Evaluation Criteria
Proposals will be screened to ensure that they meet the minimum
requirements of the RFP. Qualified proposals will be evaluated by a
selection committee. Factors to be considered by the committee include
the following:
Qualifications and experience of the firm;
Qualifications and experience of the principal
consulting staff proposed to work on the project;
Grasp of project requirements;
Design approach/methodology in completing scope of services;
Proposed schedule required to complete project; and
Proposed cost to complete contract.

INSURANCE REQUIREMENTS FOR PROFESSIONAL SERVICES TO THE
CITY OF DUBUQUE
1. All policies of insurance required hereunder shall be with an insurer authorized to do
business in Iowa. All insurers shall have a rating of A better in the current A.M. Best
Rating Guide.
2. All policies of insurance shall be endorsed to provide a thirty (30) day advance
notice of cancellation to the City of Dubuque, except for 10 day notice for non-
payment, if cancellation is prior to the expiration date. This endorsement supersedes
the standard cancellation statement on the Certificate of Insurance.
3. shall furnish a signed Certificate of Insurance to the City of
Dubuque, Iowa for the coverage required in Paragraph 6 below. Such Certificates
shall include copies of the following endorsements:
a) Commercial General Liability policy is primary and non-contributing.

GOVERNMENTAL IMMUNITIES ENDORSEMENT
1. Nonwaiver of Governmentallmmunitv. The insurance carrier expressly agrees and
states that the purchase of this policy and the including of the City of Dubuque. Iowa
as an Additional Insured does not waive any of the defenses of governmental
immunity available to the City of Dubuque. Iowa under Code of Iowa Section 670.4
as it is now exists and as it may be amended from time to time.
2. Claims Coveraae. The insurance carrier further agrees that this policy of insurance
shall cover only those claims not subject to the defense of governmental immunity
under the Code of Iowa Section 670.4 as it now exists and as it may be amended
from time to time. Those claims not subject to Code of Iowa Section 670.4 shall be
covered by the terms and conditions of this insurance policy.
3. Assertion of Government Immunity. The City of Dubuque. Iowa shall be responsible
for asserting any defense of governmental immunity. and may do so at any time and
shall do so upon the timely written request of the insurance carrier.
4. Non-Denial of Coveraae. The insurance carrier shall not deny coverage under this
policy and the insurance carrier shall not deny any of the rights and benefits
accruing to the City of Dubuque, Iowa under this policy for reasons of governmental
immunity unless and until a court of competent jurisdiction has ruled in favor of the
defense(s) of governmental immunity asserted by the City of Dubuque, Iowa.
No Other Chanae in Policy. The above preservation of governmental immunities shall
not otherwise change or alter the coverage available under the policy.
